On November, 11-12th, 2008 in Tashkent (Republic Uzbekistan) has passed joint 23/19-å session of Council of operators of telecommunication ÐÑÑ and Commissions RSS On telecommunication.
Delegations of participants of Council of operators and Administrations of communication ÐÑÑ of the Azerbaijan Republic, Byelorussia, Republic Kazakhstan, the Kirghiz Republic, Republic Moldova, the Russian Federation, Republic Tajikistan, Republic Uzbekistan have taken part in session work, and also representatives of Executive committee RSS, the mass media accredited in Republic Uzbekistan.
On 7-8 October 2008 in Alma-Aty a joint meeting of Section ¹1 “Quality of service of the international postal network” and Section ¹3 “Economic viability of the international postal network and cooperation with interested parties” was held.
The meeting was arranged according to the RCC Board Decision (¹39/1 of 24.09.2008, Ashkhabad, Turkmenistan) on coordination of the RCC participants interaction and positions on the UPU communications administrations proposals for the Letter Post, Parcel Post, Postal financial services Regulations and their final protocols.
On 7-8 October 2008 in Minsk the 2nd Meeting of the Interim Working Group of experts on Telegraph Trunks switching over to data transmission channels/networks.
The meeting was attended by representatives of Beltelecom, Kazakhtelecom, Kyrgyztelecom, Moldtelecom, Ministry of Telecom and Mass Communications of Russia, Rostelecom, Uzbektelecom, Ukrtelecom, NIIEC (Novosibirsk) and RCC Executive Committee.
On 25 September 2008 in Ashkhabad (Turkmenistan) the 13th session of the Coordination Council of the CIS member states for Informatization attached to the Regional Commonwealth in the field of Communications (RCC) was held.
Delegations of national informatization bodies of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Ukraine took part in the session. National informatization bodies representatives of the Azerbaijan Republic, Republic of Bulgaria, Republic of Latvia, Republic of Slovenia, Turkmenistan and international organizations representatives attended the meeting as guests.
On 24 September 2008 in Ashkhabad (Turkmenistan) the 39th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications (RCC Board) was held.
Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and RCC observers – CAs of the Republic of Bulgaria, Republic of Latvia, Republic of Slovenia, IOSC Intersputnik, as well as representatives of the international organizations took part in the session.
On 4 -5 September in Tashkent (Republic of Uzbekistan) the 1st meeting of the Working Group on revision of the RCC statutory documents was held.
The meeting was attended by the representatives of the CAs of Russia, Uzbekistan, IOSC “InterSputnik”, “International Law Association”, RCC Executive Committee.
On 26 August 2008 in Moscow (Russian Federation) the 5th meeting of the Regional Working group on Telemedicine under the RCC Informatization Commission (RWG on Telemedicine) was held.
The meeting was attended by the representatives of Communications Administrations, public health services, telemedicine associations, scientific and research institutions of Azerbaijan, Belarus, Kazakhstan, Moldova, Russia, Tajikistan and Uzbekistan as well as the CIS Executive Committee, CIS Interparliamentary Assembly, International Telecommunication Union (ITU).
On 19-20 August 2008 the regular 22nd meeting of the RCC Commission on the Economy of Communications was held in Minsk (Republic of Belarus).
24 representatives from 9 RCC Communications Administrations, regulatory bodies in the field of communications and informatization, telecommunication and postal operators took part in the Commission meeting.
Regional Commonwealth in the field of Communications: unity of decisions and actions. On 12 August 2008 in Geneva (Switzerland) the 24th UPU Congress finished its work.
In the period from 23 July to 12 August, Geneva, Switzerland, the 24th UPU Congress was held. 183 countries, 37 international organizations took part in the Congress. The total number of Congress participants was more than 3000, including the delegations of the RCC participants’ countries - Azerbaijan, Armenia, Belarus, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Slovenia, Tajikistan, Uzbekistan, Ukraine, Finland, Estonia.
Within the framework of cooperation between RCC and Pan African Postal Union (PAPU) the RCC Executive Committee Director General N.N.Mukhitdinov took part in the 7th Plenipotentiary PAPU Conference that was held on 28-29 June 2008, Cairo, Egypt.
Within the Conference highly topical agenda the urgent for Africa region issues related to the 24th UPU Congress preparations were considered. The decisions on the current and future activity of the Union were adopted.
From 23 to 26 June 2008 in the city of Odessa on the basis of the A.S. Popov Odessa Communications Academy within the framework of the ITI Centre of Excellence a workshop “Systems of the digital terrestrial TV, sound and DVB-T, DVB-H, T-DAB, DRM multimedia broadcasting” was held.
The workshop was arranged for the digital TV, sound and multimedia broadcasting experts from the Eastern Europe and CIS countries. Its main purpose is information provision and experience sharing regarding existing state, key tendencies and technical aspects of the digital terrestrial TV, sound and multimedia broadcasting.
On 10-11 June 2008 in Yerevan (Republic of Armenia) the International seminar for the Regional Commonwealth Communications Administrations’ experts “Postal marketing development as an instrument of access to knowledge and experience” was carried out.
The seminar was organized by the RCC Executive Committee, UPU International Bureau jointly with the Communications Administration of the Republic of Armenia.
On 10-13 June 2008 in Tashkent a Regional Development Forum of the International Telecommunication Union (ITU) “Bridging the ICT standardization gap in developing countries” for the Commonwealth of Independent States (CIS), Central and Eastern Europe (CEE) and the Baltic States and Regional Preparatory Meeting to the ITU World Telecommunication Standardization Assembly 2008 (WTSA-08) for the CIS Countries were held.
From 22 to 24 April 2008 in Moscow (Russian Federation) the international philatelic workshop on “Innovations and new technologies in postage stamps issue” was held.
The workshop was organized jointly by the UPU International Bureau and Federation Communications Agency of the Russian Federation.
19th meeting of the RCC Commission for International Cooperation Coordination (14 April, 2008 Chisinau, Moldova)
The meeting was attended by representatives of Communications Administrations of: Armenia, Belarus, Kazakhstan, Moldova, Russia, Tajikistan, Uzbekistan, RCC Executive Committee and Moscow ITU Area Office, altogether 20 participants.
On 9-10 April 2008 in the city of Ganja city (Azerbaijan Republic) joint 22/18 meeting of the RCC Telecommunication Operators Board and RCC Telecommunications Commission took place.
Delegations of the Operators Board and RCC Communications Administrations participants from the Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Ukraine as well as representatives of the RCC Executive Committee, CIS Executive Committee and mass media accredited in the Azerbaijan Republic participated in the meeting.
On 2-4 April in Moscow the 8th meeting of the Working Group on the Information Security was held.
WG members have completed draft Memorandum of interaction of the RCC telecommunication operators in ensuring protection from frauds in communication networks” and took part in the 7th International Conference “Security and trust in info-communication networks and systems”.
On 18-20 March 2008, in Moscow the 15th meeting of the Working Group on Communication Networks Management was held.
The meeting was attended by representatives of RUE “Beltelecom”, JSC “Kazakhtelecom” OJSC “Kyrgyztelecom”, JSC “Moldtelecom”, OJSC “MTT”, OJSC “Rostelecom”, Communications and Information Agency of Uzbekistan, OJSC “Ukrtelecom”, RCC Executive Committee.
29 February 2008, in Moscow (Russian Federation) in the Ministry of Information Technologies and Communications, the 6th regular meeting of the IPA CIS – RCC Council of Experts was held.
The meeting was attended by members of Council of Experts, representatives of the Working Group on legislation attached to the Council of Experts, as well as invited experts.
On 26-28 February 2008 in Minsk (Republic of Belarus) the regular 24th/30th joint meeting of the RCC Commission on Satellite Communications, TV and Sound Radiobroadcasting and Commission on Regulation of Frequency Spectrum Use and EMC was held.
In the meeting the RCC full members – delegations from Communications Administrations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine and RCC observer – IOSC Intersputnik participated.
The CA session took place on 4 - 8 February, Bern (Switzerland).
This was the last CA session before the 24th UPU Congress. The RCC CAs of Azerbaijan, Belarus, Kazakhstan, Russia, Ukraine and RCC EC participated in the session.
On 18 January in Chisinau (Republic of Moldova) a joint 26th/15th meeting of the RCC Postal Commission and RCC Postal Operators Board took place.
