O the 18th and 19th of December 2006 the Ministry of Information Technologies and Communications of Russian Federation held Coordination meeting of representatives of the Regional Commonwealth in the field of Communications (RCC) and European Conference of Postal and Telecommunications Administrations (CEPT) on the matters of the World Radiocommunication Conference 2007 (WRC-07).  

The meeting was organized in frames of the cooperation agreements between RCC and CEPT and in accordance with the decisions of the 21/27th joint meeting of the RCC Commissions on EMC and on Broadcasting.

13 December 2006 in Moscow (Russian Federation) the meeting of the Communications Administration Heads of the CIS member states within the framework of the 36th RCC Board session was held.  

Delegations of the Communications Administrations of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine, representatives of national communication regulating bodies of the Republic of Armenia and Kyrgyz Republic and representatives of ITU, CIS Executive Committee, CIS Interparliamentary Assembly.

The meeting was presided by the RCC Board Chairman, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.

Recognizing the urgency of the work at the improvement of the normative and legal basis in the field of communications and informatization within the framework of the “Agreement on interaction between the RCC and of CIS IPA Council”, the Board has approved the RCC and CIS IPA joint work; asked the CIS IPA to promote the development of model laws “On electronic trade” and “On electronic state services” and also to study the possibility of model laws development given the ICT application in migration processes regulation and passport and visa documents of new generation.

The RCC Board has approved the list of research and development works in the field of communications and informatization to be jointly financed by the RCC Communications Administrations and national communication operators in 2007”.

On December 13, 2006 in Moscow (Russian Federation) the 10th jubilee meeting of the Coordination Council of the CIS member states for Informatization attached to the Regional Commonwealth in the field of Communications (RCC) was held.  

Delegations of national informatization bodies of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine and also the representatives of the CA of Azerbaijan Republic, CIS IPA, CIS Executive Committee, regulating bodies of the Republic of Armenia and Kyrgyz Republic have participated in the Coordination Council meeting.

The meeting was presided by the Chairman of Coordination Council, Minister for Information Technologies and Communications of the Russian Federation, Leonid D. Reiman.

Practical results of socially important projects which are implemented bilaterally and multilaterally by the Commonwealth’s countries within the framework of “ Strategy of the CIS Member States Cooperation in the Sphere of Informatization”, adopted 24 November 2006 by the Council of Heads of Government of the CIS were presented at the session.

Coordination Council participants were acquainted with the CIS countries achievements in introduction and application of information and biometrical technologies in passport and visa documents of new generation (PVD NG). During the presentation of technological developments in this field the CA of Russia handed to the RCC Communications Administrations Heads, participants of the Coordination Council meeting, Russian Federation passport prototypes of new generation. Participants of the meeting have considered and approved works planned on harmonization of the approaches to the construction of national passport and visa systems of new generation of the CIS member states.

Within the framework of the Interstate program of building information and marketing centers to promote goods and services to the CIS member states national markets up to 2008 the Coordination Council participants were presented the segment of the Interstate Information and Marketing Center made by Belarus and Russia and the auction for state purchases using digital signature was demonstrated. The participants have noted the necessity to promote the development of normative documents for the CIS Interstate Information and Marketing Centre and proposals for information exchange provision within the framework of the CIS IMC network.

Coordination Council has approved draft joint statement (Declaration) on cooperation in construction of national compatible consultation and diagnostic telemedicine systems of the RCC participants’ countries. At the meeting a telemedicine consultative session with participation of four countries – Armenia, Moldova, Kazakhstan and Russian was arranged to demonstrate combined possibilities of medical specialists from the RCC participants’ countries to consult patients. Mobile telemedicine laboratory “Tobol” and other projects of telemedicine systems comprehensive use submitted by CA of Russia were also presented at the meeting.

At the meeting some issues of organization were considered. According to the Regulations of the Coordination Council Vladimir A. Molozhen, Minister of Information Development of the Republic of Moldova, was appointed the Vice Chairman of the Council for the regular term.

The regular 11th session of Coordination Council will be held in May 2007 in Yurmala (Republic of Latvia).

In conclusion the participants thanked the Ministry of Information Technologies and Communications of the Russian Federation for warm welcome and high organization level of the session.

On December 12, 2006 in Moscow (Russian Federation) the 36th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications was held.  

Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine and the RCC observers – CAs of the Republic of Latvia, Republic of Slovenia, JSC Estonian Post (Republic of Estonia) took part in the session.

Representatives of the CIS Executive Committee, CIS Interparliamentary Assembly, international organizations – International Telecommunication Union and Universal Postal Union, of regional organizations – African Telecommunication Union and Pan-African Postal Union, CAs of Bulgaria, Hungary, Macedonia and Estonia attended the session as honoured guests.

Experts of the RCC Communications Administrations, representatives of the RCC working bodies and mass media also participated in the session.

The session was conducted by the RCC Board Chairman, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.

Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman addressed the participants with a speech of welcome.

Director General of the UPU International Bureau Edouard Dayan and Secretary-General elect of the International Telecommunication Union Hamadoun Touré addressed the participants with greeting words.

Secretary General of the Council of CIS Interparliamentary Assembly Mikhail I. Krotov read the speech of welcome of the Chairman of the Council of Federation of the Russian Federation Federal Assembly, Chairman of the CIS IPA Council S. Mironov.

Welcoming speech of the Chairman of the Council of the CIS Heads of Government, Prime Minister of the Republic of Tajikistan A.Akilov was voiced by the Director of the Economic Cooperation Department of the CIS Executive Committee A. Kutukov.

Secretary General of the Pan-African Postal Union J. Ben Haddada addressed the participants with greeting words.

Greeting on behalf the Government of the Kyrgyz Republic, Prime Minister of the Kyrgyz Republic F. Kulev was read by Deputy Minister of Transport and Communications J.Beishenov.

The RCC Board began its work with discussing the application of the Republic of Slovenia Communications Administration for entry into RCC. On the basis of Articles 2 and 3 of the Agreement on the RCC Establishment of 17 December 1991 CA of the Republic of Slovenia was admitted to RCC as an observer.

Then participants of the session started consideration of the RCC CAs interaction in communications and informatization development.

Sizing up of 15-year activities of the Commonwealth in the field of communication development policy and new technologies introduction took place. The RCC Board, recognizing the necessity to strengthen and enhance cooperation of the RCC participants’ countries with a view to integrating into the world inforcommunication space, approved strategic lines of our Commonwealth activities.

Outcomes of the Plenipotentiary Conference of the International Telecommunication Union (ITU PP-06, 6-24 November 2006, Antalya, Turkey) were considered and results achieved by the RCC participants at the Conference were approved. The Board acknowledged that RCC CAs consolidated position provided reflection of the RCC Common Proposals in the Conference final documents as well as election of the Russian Federation and Ukraine representatives to the ITU Council, a representative of Kyrgyz Republic B.N. Nurmatov to the Radio Regulations Board and a representative of the Russian Federation V.V. Timofeev to the post of Radiocommunication Bureau Director.

ITU Secretary General made a report where he noted the RCC significant role in solving strategic tasks on information and communications technologies development and on building information society adopted by the world community in the course of the World Summit on the Information Society.

The Board discussed information on filfilment by RCC CAs of objectives determined by the Bucharest Postal Strategy 2004 and it believes that at present RCC participants’ postal communication is at a new level of development.

Postal service accessible for a wide circle of consumers aims to provide a diverse list of high-tech and modern services to population and business partners.

Director General of the UPU International Bureau E. Dayan appreciated the RCC activities aimed at development of postal services and increase of their quality on the basis of new information and communication technologies.

Results achieved by RCC CAs at the ITU Regional Radiocommunication Conference 2006 for digital radio broadcasting were approved. It was noted that the Commonwealth participants presented coordinated Plans for their territories which ensured practically full satisfaction of the requirements of the RCC participants’ countries. “Plan of the RCC CAs interaction at implementation of the Regional Radiocommunication Conference 2006 decisions” was approved.

The RCC Board considered the RCC CAs interaction when preparing for the ITU World Radiocommunication Conference 2007 and charged the relevant RCC Working bodies to work out the final wording of the “RCC Common Proposals for the agenda of WRC-07” taking into account analysis of researches carried out within the RCC, ITU Radiocommunication Sector and other international organizations framework.

The Board heard a report on establishment at RCC of a permanent body of regulators in the communication field. Taking into account the world practice of establishment of structures uniting bodies of state regulation the Board agreed with the proposals of the Communications Administrations of Azerbaijan, Belarus, Kazakhstan, Russia, Tajikistan and independent regulating bodies of Armenia, Kyrgyzstan and Moldova for establishing the RCC Commission for Coordination of Regulating Bodies in the Communication field Activities.

Participants of the session discussed mattes relating to the Commonwealth activities.

In accordance with the RCC Regulations election of the RCC heads took place. Minister for Information Technologies and Communications of the Russian Federation L.D.Reiman was elected the Chairman of the RCC Board for 4-year term. Vice-Chairman of the RCC Board up to 31 December 2007 was appointed Head of the Communications Administration of the Republic of Kazakhstan.

The Board approved the RCC Finance Plan and new composition of the Inspection Committee for 2007.

It was decided to hold the regular 37th session of the RCC Board in Latvia at the end of May 2007.

In conclusion the participants thanked the Russian Federation Communications Administration for excellent organization of the events dedicated to the RCC 15th anniversary.

From 14 to 16 November 2006 in Dubai (UAE) the UPU Strategy Conference was held. It is the third high level meeting organized by UPU in the period between the Congresses (in Bucharest, 2004 and in Nairobi, 2008).  

The purpose of the Conference was to give the opportunity to the ministers and high representatives of the government responsible for postal services and also the heads of postal enterprises and representatives of other countries interested in the postal sector work to have a discussion on a possible strategy of the world postal sector activity up to 2012.

From 6th till 24th of November 2006 in Antalya, Turkey, International Telecommunications Union held its Plenipotentiary Conference (PP-06).
 

The Plenipotentiary Conference, the ITU top policy-making body, is held every four years. The Conference joined more than 2000 delegates from over 160 ITU Member-States and over 60 international and regional organizations. The Regional Commonwealth in the field of Communications (RCC) was presented by the delegations of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Uzbekistan, and Ukraine.

Mr. L. Reiman, Minister of information technologies and communications of Russian Federation, was elected for the post of Vice-chairman of the Conference.

Representatives of RCC Communications Administrations were also elected as vice-chairmen of Conference Committees, as follows:

Mr. M. Makhmudov, Director of the Center for scientific, technical and marketing research of the Communication and Information Agency of Uzbekistan and Chairman of RCC Commission of the economy of communications (Committee 3 – Budget Control); Mr. A. Svechnikov, Head of the International Organizations Division of the Ministry of Information Technologies and Communications of Russia (Committee 4 – Editorial); Mr. V. Burmistrenko, senior research assistant of the Ukrainian Scientific and Research Institute of Radio and Television attached to the Ministry of Transport and Communications of Ukraine (Committee 6 – Administration and Management);

and Mr. A. Nalbandian, councilor of the Minister of transport and communications of Armenia, was elected as vice-chairman of the Working Group of the Plenary on WSIS.

During the PP-06 preparatory process, RCC elaborated and presented Common proposals for the work of the Conference, which included proposals on the change of International Telecommunication Regulation, governance structure of ITU, observers status in ITU, equal use of official and working languages of the Union and adaptation of ITU to the objectives of information society development.

The first week of the Conference was marked by the elections of the ITU Secretary General and Deputy Secretary General. New elected leaders of ITU are Mr. Hamadoun Toure (Mali) and Mr. Houlin Zhao (China) accordingly. The three directors of ITU Bureaus were elected in the beginning of the second week of the Conference. In the result of voting Mr. V. Timofeev (Russia) was re-elected for the post of the Director of Radiocommunication Bureau, Mr. Sami Al-Basheer (Saudi Arabia) – Director of Telecommunication Development Bureau, Mr. Malcolm Johnson (United Kingdom) – Director of the Telecommunication Standardization Bureau. Russian Federation and Ukraine entered the ITU Council for Region C (Eastern Europe and CIS countries). Mr. B. Nurmatov, Deputy Director of the National Communications Agency of Kyrgyz Republic, was elected as member of Radio Regulations Board.

During the work of the Conference, the RCC participants held traditional morning consultation meetings. At the beginning of the Conference, delegates from most of RCC countries were appointed as regional coordinators, they regularly exchanged information and opinions and offered support on decision making regarding all PP-06 Agenda items. Also during the work of the Conference, in frames of the existent cooperation agreements, some consultative meetings with regional organizations of the Asia-Pacific, African countries, League of Arab States were organized. As well, to ensure support for RCC common proposals and candidatures for the elected posts, formal and informal meetings with separate countries were held. In the result of the work done, RCC positions were taken into account in the final acts of the Conference.

The next ITU Plenipotentiary conference will be held in 2010 in Mexico.

On 6-7 October 2006, Chisinau (Republic of Moldova) joint meeting of the RCC Telecommunication Operators Board and RCC Telecommunications Commission was held, 12 telecommunication operators from 9 CIS countries and representatives of the Communications Administrations of Belarus, Moldova, Russia, Uzbekistan and RCC Executive Committee attended the meeting.

Deputy Minister of the Information Development of the Republic of Moldova Mr. P. Buchatsky welcomed the participants.

On 5-6 October in Minsk (Republic of Belarus) on the basis of the National Academy of Sciences of the Republic of Belarus the International scientific and practice conference on the issues of further development of the Commonwealth of the Independent States was held.
 

The representatives of the CIS member states, heads of the Commonwealth’s bodies, public and political figures, scientists, business and finance representatives from the CIS countries attended the meeting.

On the first day at the plenary meeting, the Chairman of the RCC Human Resources Development Commission, V.V.Shakhgildyan made a report “The RCC role in coordination of the Information Society building”

The next day conference was held in the format of roundtables on directions related to formation of a single scientific and technological space of the Commonwealth, humanitarian cooperation and CIS economical development.

Upon the results of the roundtables the Final document of the International scientific and practice conference on the issues of the CIS further development was adopted.

 

 

On 4-5 October, Minsk (Republic of Belarus) the 16th meeting of the RCC Human Resources Development Commission attended by 17 representatives from the Communications Administration of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, Ukraine and RCC Executive Committee was held.

Deputy Minister of Communications and Informatization of the Republic of Belarus Mr. Ivan V. Rak welcomed the participants. The meeting was presided by Mr. Vagan V. Shakhgildyan, the Chairman of the RCC Human Resources Development Commission, the Chairman of the Steering Committee of the CIS Branch of the Center of Excellence for Europe and CIS, President and Chairman of the Board of Trustees of MTUCI; and Deputy Chairman of the RCC Human Resources Development Commission, Ms. Liliy V. Plaksa, Head of Department, Ministry of Communications and Informatization of the Republic of Belarus.

The meeting considered 10 issues. It was decided to continue monitoring of realization of the 2nd stage of the ITU project on creation and development of the CIS Branch of the Center of Excellence for East European and CIS countries. The meeting approved the draft document on the 2nd stage of the ITU project, it was recommended to send to the ITU respective bodies for consideration and necessary funding allocation. Next meeting of the CIS Steering Committee of the ITU Center of Excellence for the East European and CIS countries is planned for April 2007 (Kyrgyz Republic, Almaty).

Within the discussion of the RCC CAs personnel policy including Human Resources Management and Development the draft Recommendations for personnel policy of the RCC CAs were assumed as a basis that will be submitted for approval to the RCC Board .

The activity of the Republic of Belarus undertaken within the gender policy was approved. At the next meeting the information on the gender policy of the CA of Tajikistan will be delivered.

Commission recognizing the necessity of creation and development of education in the sphere of information technologies in the RCC participants’ countries has decided to set regular information exchange on this issue and also to take part in preparation of the agenda item “Russian Federation experience in standards development in the IT-education sphere” that will be discussed at the 11th meeting of the Coordination Council of the CIS member states for Informatization attached to the RCC.

Recognizing the importance of cooperation in distance learning development, stipulated in the “Strategy of the CIS member states cooperation in the sphere of Informatization” and Action Plan of its realization up to 2010 the Commission has noticed the necessity to strengthen the link between the RCC Informatization and Human Resources Development Commissions with the coordination role of the RCC Executive Committee.

Draft Strategic lines of the RCC activity was approved with some editorial amendments.

On 28 September 2006 in Tashkent the 4th meeting of the Information Security Commission attached to the Coordination Council of the CIS member states for Informatization attached to the RCC was held.

Representatives of the CAs of Belarus, Moldova, Kazakhstan, Tajikistan, Uzbekistan, Russia and Ukraine attended the meeting.

On 27-29 September 2006 in Tashkent the 12th meeting of the Working Group on Communication Networks Management attached to the RCC telecommunications Commission was held.  n

Representatives of RUE Beltelecom, JSC Kazakhtelecom, OJSC Kyrgyztelecom, OJSC Mezhregionalny Transit Telecom, OJSC Rostelecom, Communications and Informatization Agency of Uzbekistan, JSC Uzbektelecom, OJSC “Ukrtelecom” and the RCC Executive Committee took part in the meeting.

On 21-22 September 2006, Almaty (Republic of Kazakhstan) 3rd meeting of the Working Group for IT-business development attached to the RCC Informatization Commission and Roundtable “Integration into the Global IT-market: IT-parks organization and IT-business interaction in the CIS countries” was held. 

Roundtable was held in accordance with the decision N 9/6 of 23.05.2006 of the Coordination Council of the CIS member states for Informatization attached to the RCC under the auspices of the National Agency for Informatization and Communications of the Republic of Kazakhstan.

RCC Informatization Commission, RCC Executive Committee, Kazakhstan Association of IT- companies and “National Innovation Fund” of the Republic of Kazakhstan were organizers of the Roundtable. The Roundtable was attended by the representatives of IT-associations and national informatization bodies of Kazakhstan, Russia, Uzbekistan and Ukraine and RCC Executive Committee. Representatives from business, institutes, mass media of the Republic of Kazakhstan took part in the Roundtable work. Total number of the forum participants – 40 persons.

The participants have exchanged information on the progress of creation in the Commonwealth countries conditions for IT-parks. It was noticed that the purpose of IT-parks creation is to facilitate rapid growth and development of IT-industry. Special interest of the participants was aroused by the creation in the Republic of Kazakhstan of Alatau-IT-City techno-park that began to operate 15 September 2006. The park is situated on 343 hectares in Alatau town, 25 km from Almaty. A special particularity of the park - the status of special economical zone with preferential tax and customs treatment for information and telecommunication companies operating in the territory.

At the WG meeting among the issues were considered:

- formation within the RCC framework of single approaches to standardization in the sphere of information technologies;

- indicators system characterizing the state of informatization of the CIS countries.

By way of priority measures for formation of single standardization approaches to the information technologies sphere the participants of the meeting adopted the decision to study the standards developed by the Information & Computer Technologies Industry Association (Russia), standards for IT-education. It was recommended to attract the representatives from institutes of the Commonwealth countries to that study. The decision to delegate IT-associations representatives to the Working Group for Standardization was adopted.

The meeting appraised positively joint R&D work “Development of indicators system characterizing the state of informatization in the CIS countries and recommendations of methodologies for its completing”. At the same time the participants proposed to amend the list with the indicators which are of some interest for the business companies working in the information technologies sphere.

On the 12-14 September 2006, in Tsakhkadzor, Republic of Armenia, the 21/27 joint meeting of RCC Commission on satellite, TV and Sound Broadcasting and Commission on regulation of frequency spectrum use and EMC of Radioelectronic facilities was held.
 

The meeting joined representatives from Communications Administrations of Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan and Uzbekistan.

On September 5, 2006 in Moscow (Russian Federation) a meeting of the heads of the RCC and Coordination Council for Informatization working bodies with participation of the RCC CAs plenipotentiaries on preparation of the draft Strategic lines of the RCC activities took place.  

The meeting was held in accordance with the Action Plan of preparations for the 15th anniversary of RCC (Decision of the RCC Board ¹ 35/11, Annex 1 of 22 May 2006).

Delegates from the CAs of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Uzbekistan and Ukraine attended the meeting. Chairman of the RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioelectronic Facilities, Head of the Rossviaz A.V. Beskorovainy was elected the Chairman of the meeting, Deputy Minister of Transport and Communications of the Kyrgyz Republic Zh.S.Beishenov, Deputy Director General of the Communications and Informatization Agency of Uzbekistan A.A. Khodjaev and Deputy Director of the International Cooperation Department of Mininformsviazi of Russia M.V. Timofeev were elected Vice-Chairmen of the meeting.

The purpose of the meeting was finishing off a draft document for approval at the coming 36th session of the RCC Board in December 2006 in Moscow.

As a result of the discussions the draft document was prepared by the participants and they came to the unanimous opinion about the necessity to consider this document at all the meetings of the RCC working bodies which will be held over the period from September to October of 2006.

The RCC Executive Committee was charged to prepare the document’s final wording taking account of the working bodies’ proposals, to coordinate it with the meeting’s heads and to forward it to RCC CAs with a set of documents for the 36th session of the RCC Board.

In the course of the meeting participants were familiarized with preparations for the coming RCC jubilee, discussed the subject and form of presentation of materials on the agenda items of the regular RCC Board and Coordination Council sessions.

The meeting was held in the businesslike and constructive atmosphere. Participants of the meeting thanked CA of Russia for warm and cordial reception.

Representatives of OJSC Kyrgyztelecom, Ministry for Information Technologies and Communications of the Russian Federation, Communications and Informatization Agency of Uzbekistan, RCC Executive Committee and also invited representatives of the Communication Operators Association (Kyrgyz Republic) took part in the meeting.

On July 3, 2006 in Moscow (Russian Federation) the regular meeting of the High Level Working Group on implementation of the Interstate program on creation of information and marketing centres for promotion of goods and services to the national markets of the CIS member states was held. 

In the meeting of the High Level Working Group (HLWG) representatives of the Republic of Belarus, Republic of Kazakhstan, Republic of Tajikistan, Ukraine and Russian Federation and also CIS Executive Committee and RCC Executive Committee took part. Besides, in the HLWG work representatives of the Republic of Bulgaria, Centre of CIS National Manufacturers Support, All-Russian Exhibition Centre and experts of the CIS Interparliamentary Assembly participated. The meeting was chaired by the Working group head, Chairman of the RCC Informatization Commission, Deputy Head of the Federal Agency on Information Technologies (Russia) A.I. Pankratov.

In the course of the HLWG meeting presentation of the information and technological infrastructure of the Interstate Information and Marketing Centre (IIMC), of national IMC of Belarus, of IMC of the Republic of Mordovia (RF) took place. Draft IIMC statutory documents were considered at the meeting, forms of its organization and near actions on IIMC infrastructure development were discussed.

HLWG approved results of the joint work of the representatives of the national state customers of the Republic of Belarus and of the Russian Federation on creation of the information and technological infrastructure of CIS IIMC and noted the importance of the achieved results.

HLWG recommended the representatives of the Russian and Belarussian parties to prepare for experimental operation the pilot section of the IMC interstate network. The primary task of the IIMC development is the broadening of a circle of questions on which information exchange by IIMC users will be carried out including on standardization, certification and harmonization of legislative base.

HLWG determined as one of the priority tasks of the IIMC technological infrastructure improvement the working out of different presentations of information characterizing manufacturers and goods of the CIS member states.

The Working group on the project of the IIMC infrastructure development is charged to submit by 15 August 2005 to the Head of the HLWG the generalized proposals of the HLWG on the form, status and draft IIMC Charter.

On 27-28 June 200 in Moscow the first meeting of the Working Group on preparation of documents for organization of a service “International Freephone Service” by universal international free number on the territory of the RCC participants’ countries. The Group was established pursuant to the joint decision of the RCC Telecommunication Operators Board and Telecommunications Commission ¹ 18/14 of 28.03.2006. 

Draft documents prepared by OJSC Interregional Transit Telecom and OJSC Rostelecom with proposals on this matter were discussed at the meeting.

14 July 2006, Bishkek (Kyrgyz Republic) Roundtable for the RCC participants “Realization of the cooperation strategy of the CIS member states in the informatization sphere” took place.

In the Roundtable meeting the representatives of the Communications Administrations of Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan participated. At the meeting the RCC Executive Committee representative delivered information on consideration and approval of the “Cooperation strategy of the CIS member states in the informatization sphere” and Action plan of its realization up to 2010 which will be submitted at the adoption of the regular meeting of the CIS Council of Heads of Government according to the procedure. The participants of the Roundtable meeting were informed about the actions under implementation included in the Action plan of the Strategy realization – the Interstate program of the info-marketing centres network building, development of a system of indicators characterizing the state of Informatization development in the RCC participants’ countries (RCC comm. R&D work) and also about the work undertaken by the RCC in cooperation with the CIS Interparliamentary Assembly on harmonization of normative and legal base in the communication and Informatization sphere and model laws development. The Roundtable participants supported the necessity to set the priority steps wich the Communications Administrations are interested in as well as the establish the mechanisms and volumes of their funding. The participants announced the necessity to analyse the interstate and national programs of the CIS member states in the ICT field and to monitor Informatization development in the Commonwealth’ countries. Some of the important directions are recognized as follows:

- development of single standards for collection, storage and access to information, circulation of documents for implementation of joint projects in the Informatization sphere of the CIS member states at the interstate level,

- development of proposals for aspects of e-Government projects realization in the Commonwealth’s countries;

- development of proposals to ensue digital signature introduction for organization of electronic circulation of documents in the CIS countries, digital signature use in e-trade, harmonization of national standards of e-trade.

The participants of the Roundtable proposed to study the possibility of holding international seminars probably with ITU participation on the matters of e-trade development, e-Government projects implementation and digital signature application.

With a view to ensuring Action Plan of the Strategy realization the participants of the meeting noticed the necessity of inclusion of some actions into national, regional and global development programs as well as finance means attraction allocated for ICT development by the international organizations and finance institutions.

From 11 to 14 July 2006 in Bishkek (Kyrgyz Republic) Regional seminar “Assistance to formation of policy in the sphere of information and communication technologies (ICT)” was held. 

Regional seminar was arranged by UN Economic and Social Commission for Asia and the Pacific (ESCAP), Economic Commission for Europe (ECE) and the Ministry of Transport and Communications of the Kyrgyz Republic.

Representatives of the Communications Administrations whose countries participate in the SPECA program of ECE and ESCAP - Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan and neighboring countries – Georgia and Russia took part in the seminar. The seminar was also attended by the representatives of UNDP in the Kyrgyz Republic, the Asia Development Bank, the International Bank for Reconstruction and Development and the World Bank.

Presentations describing current state of ICT development, normative and legal base and its regulation structure were delivered by the participants of the seminar. Representatives from the international organizations and RCC Executive Committee made their presentations also.

The matters of potential growing for ICT integration into the national development plans, analysis of the ICT role in general development plans, determining priorities on key issues of the millennium goals and also recommendation on ICT integration into universal development plans including coordination between different ministries and agencies connected with ICT sector were touched upon.

The participants of the seminar considered the issues of Internet governance, preparation and implementation of the decisions of the World Summit on the Information Society (Geneva, Tunis). The experience of the following countries was studied:

- Japan: in the field of regulation of services provided by VoIP and possible ways of its application in the countries of the region;

- India: on integration of ICT policy on the national level.

Legal aspects of policy formation in the ICT sphere including the legitimacy of messages transmitted (data), users and intellectual property protection, content regulation, taxation, confidentiality, information security and cybercrime.

On 6 June 2006 in Moscow (Russian Federation) the 4th meeting of the Council of Experts of the IPA CIS – RCC was held.  

Members of the Council of Experts, experts and designers of draft model laws took part in the meeting. It was presided by the Chairman of the Council of Experts, General Secretary of the Secretariat of the Interparliamentary Assembly Council of the CIS – Mr. M.I. Krotov.

The agenda included the issues related to acceleration of the processes of development, harmonization and approximation of the national legislations in the field of information technologies and communications of the CIS countries.

Participants considered a draft Model Information Code which is being developed under the proposal of Verkhovnaya Rada of Ukraine. The draft was considered by the CIS Communications Administrations (CAs). Besides, interested departments of the Republic of Belarus and Russian Federation made proposals for and remarks about the draft document. In this connection, the Council proposed to finalize the draft Model Information Code for the CIS member states (Part one).

Council approved in general draft model laws “On innovation activities” and “On electronic trade”. These IPA CIS model laws are developed according to the proposals of CAs of the CIS countries.

The proposal of the Chairman of the Council of Experts Mr. M.I.Krotov on organization and holding in the first half of 2007 of the Congress where it would be expedient to consider conceptual provisions of the model laws under development in the field of information technologies and communications. The Council charged the IPA CIS Secretariat and RCC Executive Committee to study the possibility of organization and holding this Congress.

One of the most important part of the Council of Expert activities is the monitoring of the adopted by IPA CIS model laws application. At the meeting the issue of the IPA CIS model law “On the digital signature” application was considered. According to the information of the RCC CAs this IPA CIS model law in general is required in the CIS countries and used when developing new legislative acts and introducing amendments and changes to the effective national laws.

When considering the issue of “The 15th anniversary of the RCC establishment”, the Council of Experts proposed to include into the draft agenda of the jubilee session of the RCC Board the item “Progress in implementation of the agreement on interaction between the Regional Commonwealth in the field of Communications and Interparliamentary Assembly Council of the CIS member states”. Members of the Council of Experts were charged to work out and make the proposals for additions to the Strategy lines of the RCC activities on the matter related to harmonization of the CIS countries legislation in the field of information technologies and communications. The proposals for awarding the IPA CIS – RCC Council of Experts active participants the IPA CIA and RCC Certificates of Honour were considered as well.

Members of the Council of Experts approved the transfer of the Legislation Working group attached to the RCC Telecommunications Commission to the structure of the IPA CIS - RCC Council of Experts. The Working group at its meetings considered legislation matters in the ICT field and communication services provision in the RCC participants’ countries, discussed the prospects for further legislation base development including model laws. In the opinion of the participants of the meeting the Working group functioning within the Council of Experts will allow to attract to model law making activity a wide circle of experts from the CIS countries and thus to rise the efficiency of cooperation of the Commonwealth’s countries in harmonization and approximation of national legislation.

Participants of the meeting considered the organizational matters related to the Council of Experts for the future.

It was decided to hold the 5th regular meeting of the IPA CIS – RCC Council of Experts in St.-Petersburg (Russian Federation) in October 2006.

On 23 May 2006 in Tashkent (Republic of Uzbekistan) the 9th meeting of Coordination Council of the CIS member states for Informatization attached to the Regional Commonwealth in the field of Communications (RCC) was held. 

Delegations of national informatization bodies of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Ukraine, representatives of national Informatization bodies of the Azerbaijan Republic, Turkmenistan, Republic of Bulgaria, Republic of Slovenia and CIS Executive Committee took part in the meeting.

The meeting was presided by the Chairman of Coordination Council, Minister for Information Technologies and Communications of the Russian Federation, Leonid D. Reiman.

Coordination Council discussed the progress of implementation of the Interstate Program of creation of information-marketing centers network (IMC), which has been carried out since 2001. Taking into account the demand for the Program as an instrument of mutual trade exchange and efficient solution of economical integration tasks of the Commonwealth’s countries, by the Decision of the Council of Heads of Government of the CIS (3 June 2005, Tbilisi) upon the proposal of Coordination Council member states the Program was extended up to 2008. The participants considered the achievements in creation and development of national segments of IMC network in the Republic of Belarus, Russian Federation and Ukraine. Coordination Council approved their common measures on creation of information and technological infrastructure for the Interstate IMC (IIMC) and recommended the participants of the Program to activate work on its formation and development in 2006.

The important direction of Coordination Council activities under information society building is harmonization of the CIS countries standards in the field of information technologies. With this connection the participants of the meeting approved an initiative on elaboration of basic approaches to recommendations forming in the field of information technologies standardization in the CIS countries including data collection on the practices of standards application.

The participants of Coordination Council noted the special significance of forming and use of the state information resources. Primary tasks for the Coordination Council in this field were determined the assistance in organization of the universal access to open information resources and improvement of the normative and legal base determining the status and conditions of access to the state information resources.

The participants of the meeting considered the proposals of the RCC Informatization Commission for the draft Interstate program of improvement and development of the automated system of information exchange between the CIS member states (ASIE CIS). Taking into account that some functional tasks of the CIS informational exchange are topical and implementation of the projects on creation of the CIS Internet-portal and Single Register of normative and legal acts in the CIS, Coordination Council decided to carry out coordination of works on automation of the CIS information exchange within the framework of the Action Plan on realization of Strategy of the CIS Member States Cooperation in the field of Informatization up to 2010.

The participants noted the dynamic development of IT industry in the CIS countries, considered the experience of creation and development of IT parks as well as the interaction with IT associations of the Commonwealth’s countries. Coordination Council approved the consolidated participation of the CIS countries IT business in exhibitions and conferences on information technologies. It was recommended to continue and extend the interaction between IT associations and IT companies within the framework of the Working Group on IT business development. Coordination Council set the main directions of interaction for 2006: creation and development of IT educational system in the RCC participants’ countries, arrangement of exchange of experience in technoparks formation in IT sphere, determination of prospective tasks for cooperation between IT business representatives within RCC and ways of their solving.

In the light of WSIS decisions, elaboration of indicators characterizing the state of information technologies development in the CIS countries and their readiness for the Information Society was considered one of the most important task for RCC. To realize this task it was recommended to RCC and Coordination Council members to take additional measures for providing the maximum overall indicators of access to the telecommunication networks, information and information resources for 2005 to the RCC Statistical Yearbook as well as to start the similar work on the recommended indicators of the “electronic development” (based on ICT use) in 2006.

The regular 10th meeting of Coordination Council will be held in December 2006 in Moscow.

In conclusion the participants thanked the Communication and Information Agency of Uzbekistan for warm welcome and high level of the meeting organization.

On 22 May 2006 in Tashkent (Republic of Uzbekistan) the meeting of the Communications Administrations Heads of the CIS member states within the framework of the 35th RCC Board session was held. 

Delegations of the Communications Administrations of Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and the CIS Executive Committee representative participated in the meeting.

The meeting was presided by the Chairman of the RCC Board, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.

Considering the necessity of creation of the efficient system of information security ensuring based on the international standards, support of appropriate protection level of the information environment from external and internal threats for successful interaction of operators in the single information and communication space, the Heads of the CAs of the CIS countries approved “Requirements for base level of information security of telecommunication networks” as the RCC recommendatory document.

Measures undertaken by the RCC Telecommunication Operators Board and RCC Telecommunications Commission aimed at the international service communication network establishment were approved.

The RCC Telecommunication Commission was charged to consider the possibility of cooperation and interaction with the RCC operators.

Representative of ALCATEL company presented the information on the telecommunication equipment.

On May 22, 2006 in Tashkent (Republic of Uzbekistan) the 35th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications (RCC Board) was held. 

Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and the RCC observer – CA of the Republic of Latvia and also representatives of ITU, CIS Executive Committee, Bulgaria, Great Britain, Germany, Macedonia, Mali, Slovenia, Turkey, Switzerland and some foreign communication organizations took part in the session.

The session was presided by the RCC Board Chairman, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.

Welcoming address was delivered by the Deputy Prime Minister, Director General of the Communications and Informatization Agency of Uzbekistan Mr. Abdulla N. Aripov Greeting on behalf of the ITU Secretary-General Mr. Yoshio Utsumi was delivered by the Mr. Roberto Blois, ITU Deputy Secretary-General.

Mr. K.Rangelov (Bulgaria), Mr. M. Janša (Slovenia) and Mr. A.M.Kuly-Zade (CIS Executive Committee) addressed the participants with greetings.

Results achieved by the RCC participants at the second stage of the World Summit on the Information Society (WSIS, 16-18 November 2005, Tunis) were discussed and approved. The consolidated position and joined efforts on promoting RCC Common proposals which allowed to reflect the interests of the Commonwealth as a whole and of RCC CAs in the final documents of the summit were noted. It was recommended: to consider one of the most important tasks of the RCC activities participation in the process of implementation of WSIS decisions envisaged by the Tunis Commitment and Tunis Agenda for the Information Society on the basis of multilateral cooperation of all the interested parties – state, private sector and civil society; to take into account WSIS decisions and recommendations when developing conceptual documents determining state policy in the ICT field as well as promote inclusion of industry programs in the national development plans with the purpose to rase standard of life.

Results of the ITU World Telecommunication Development Conference in Doha, Qatar (WTDC-06, 7-15 March 2006) were discussed. The key results of RCC CAs interaction at preparations for WTDC-06 became development and protection of the RCC Common Proposals and promotion of the RCC CAs nominees to the governance of the Advisory Group on Telecommunication Development and Study Groups (SG) of the ITU Telecommunication Development Sector (ITU-D). Five RCC initiatives were included on the equal basis with other regional organizations’ initiatives in the Doha Action Plan.

These initiatives are related to the following projects: enhancement of spectrum use efficiency by way of establishment of interactive multimedia digital broadcasting networks in the countries with mountainous relief and optimization of radio control systems; creation of international centres for introduction and testing of new technologies; introduction of electronic applications based on broadband technologies; comprehensive and ubiquitous introduction of telemedicine technologies and systems for bridging the digital divide; further development and formation of the Centres of Excellence and shaping the educational space.

Programs and projects within the framework of global and regional initiatives will be funded by ITU-D on a share basis with the interested parties. Their further implementation will allow to build the information society focused on the interests of people, open for everybody and aimed at development.

The RCC Board noted that in the course of preparations for the second stage of the ITU Regional Radiocommunication Conference for planning of the digital terrestrial radio broadcasting service (RRC-06), which is taking place now in Geneva, RCC CAs have done a lot of work beginning from June 2004. Thanks to preliminary regional planning of digital broadcasting the Commonwealth countries were able to prepare and to send to the ITU Radiocommunication Bureau for the Digital Broadcasting Plan coordinated national requirements ensuring maximum possible coverage by TV programs of the RCC participants’ territories.

RCC Common Proposals concerning equal access to the spectrum, duration of the transition period, work of analogue stations after termination of the transition period, etc. were prepared and sent to the ITU RB.

During the session the videoconference with the heads of the delegations of the RCC participants’ states in Geneva where RRC-06 is taking place was arranged. The opinion exchange regarding the recent RRC-06 events took place with participation of the Director of the ITU Radiocommunication Bureau Mr. V.V.Timofeev.

The RCC Board considered RCC CAs interaction at preparations for the World Radiocommunication Conference 2007 having approved the preliminary position on its agenda and charged the appropriate RCC Commissions to continue with development of the RCC Common proposals for the Conference.

Information about application of information and communication technologies in postal sector was heard and discussed. The Board charged the RCC Postal Working bodies to continue with coordination of RCC CAs activities in introduction and application of new ICT for creation of equal and free access of users to a wide spectrum of high quality postal services in all the regions of our Commonwealth.

The participants of the meeting listened to the information of the Director General of FSUE “Russian Post” on the preparations for the UPU Strategy Conference to be held in Dubai (November 2006) and considered it expedient to continue working at development of the regional scenarios of postal development.

With great interest the participants discussed the RCC CAs experience in the field of issue of postage prepayment impressions and methods of postal market protection against illegal issue of stamps.

The matters related to preparations for the ITU Plenipotentiary Conference (November 2006, Antalya, Turkey) were discussed at the session. The Board charged to finish the RCC Common Proposals taking account of the final WSIS and WTDC-06 documents. Implementation of the WSIS decisions brings ITU attention to new tasks and demands coordination of actions with other organizations of the UN system, civil society and business. For successful solution of the set tasks it is expedient to enhance the ITU and its Sectors activities.

Useful exchange of the RCC CAs experience in provision of communication services by the small and medium business entities and the problems that arise in the field of licensing, pricing and relations with basic communication operators was carried out. It was recommended to RCC CAs to render assistance in creation within the framework of national legislations of necessary conditions for increase of volume of the communication services provided by the entities of small and medium business.

At the end of the session the participants discussed matters related to internal activities of the Commonwealth in particular the preparations for the 15th anniversary of the RCC establishment.

The candidates to the ITU elective posts of: Secretary-General – Mr. M. Furrer (Switzerland), Mr. M. Kurth (Germany), Mr. H. Touré (Mali), Mr. R.Blois (Brazil); Deputy Secretary-General – Mr. A. Beydogan (Turkey), Director of Telecommunication Standardization Bureau - Mr. M.Johnson (Great Britain) presented their programs of the ITU future.

At the session the agreement between the Ministry for Information Technologies and Communications of the Russian Federation and the Communications and Information Agency of Uzbekistan on cooperation in the field of information technologies, postal communication and telecommunications was signed and Joint Action Plan of cooperation between the CA of the Russian Federation and CA of the Republic of Uzbekistan in the field of information technologies and communication was approved.

It was decided to hold the 36th session of the RCC Board in December 2006 in Moscow.

In conclusion the participants thanked the Communications Administration of the Republic of Uzbekistan for the warm welcome and efficient organization of the RCC Board session.

Today, the 17 May 2006, collective of the RCC Executive Committee congratulate the colleagues from the communication and ICT industry of the RCC participants’ countries on the First World Information Society Day!

World Information Society Day is celebrated at the first time according to the UN General Assembly resolution of 27 March 2006 endorsed in connection with the address of the participants of the World Summit on the Information Society (WSIS, Tunis 2005).

On this day we wish all specialists from the communication and IT industry to be healthy, wealthy and successful in reaching goals set by the world community in ensuring quality ICT-based services to the population of the countries of our Commonwealth that will allow to raise the welfare of our peoples and to carry out the integration into the world information society.

The International Telecommunication Union (ITU) carries out complex of actions timed to the World Information Society Day (see for more information), that are open for all interested WSIS stakeholders including the RCC CAs representatives and national Informatization bodies, business and civil society.

 

RCC CAs interaction at the Regional Radiocommunication Conference for planning of the digital terrestrial broadcasting service (RRC-06)

From 7 to 10 February 2006 in Minsk (Republic of Belarus) the 11th meeting of the Working Group on Communication Networks Management attached to the RCC Telecommunications Commission was held.

            The meeting was attended by the representatives of Communications Administrations and telecommunication operators from 8 countries: Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan, Ukraine and a representative of the RCC Executive Committee.

            The meeting was presided by the Chairman of the Working Group on Networks Management, Director of the Centre for Communication Networks Management, OJSC “Ukrtelecom”, Mr. Vladimir A. Sliusar.

            Deputy Director General for Technical Issues of the Republican Unitarian Enterprise Beltelecom Mr. S.I. Sivodedov addressed the participants with a speech of welcome and presented short information on the state and prospects of Beltelecom networks development.

            The participants approved the agenda:

            1. Implementation of the decisions of the previous WG meeting held in Bishkek, Kyrgyzstan, 14-18.03.2005.

            2. Approval of finalized standard formats of messages for technological information exchange between National Management Centres of the RCC participants’ countries.

            3. Progress in introduction of the automated system of telecommunication networks management in JSC Kazakhtelecom.

            4. Discussion of the questions on organization of the international service communication network.

            5. Progress in introduction of standard formats of messages into the present technological processes. Analysis of messages standard formats use.

            6. Specialized software for messages exchange.

            7. Consideration of proposals to finish the technology of standard messages exchange given the functional possibilities of specialized software.

            8. Discussion of designations of international communication nodes according to the ITU-T Recommendations M 1400 taken effect since January 2005. Exchange of up-dated reference books.

            9. Discussion of proposals for choice of parameters and determination of criteria of telecommunication services level evaluation (public telephone network, lease of digital channels, data transmission networks) for drafting SLA agreement.

            10. Exchange of experience in paths and channels designation at introduction into the network of new DWDM technology.

            11. Exchange of experience in renewal of Technological process (algorithm) for System of Operative and Technological Management (SOTM).

            12. Development of the WG Operation Plan for the period up to the next meeting.

            13. Presentation by CJSC “Communication Line” (Russia).

            14. Presentation by company Advantek International Inc. (USA).

            15. Miscellanea.

            Participants of the meeting adopted decisions on all the agenda items aimed at further improvement of the communication networks management system in the countries of RCC participants.

            Participants of the meeting exchanged information about the current state of the systems of networks management, about the directions of their development and plans of introduction of the technological processes automation facilities.

            Participants of the meeting came to the opinion that it is expedient to put all the standard forms of messages approved by the Working Group in the one package and send it out to all the participants for guidance in their work.

            Participants of the meeting adopted the proposal of the Deputy Director General of the RCC Executive Committee Mr. M.N. Kozhakin to make on the RCC web-site a section telling about the Working group on communication networks management activities.

            A representative of JSC Kazakhtelecom Mr. Ye.I. Krasnopeev presented a report on the progress of introduction of the integrated operator support system (OSS/BSS) in JSC Kazakhtelecom.

            Completion of the next stage of the project is expected at the end of 2006, implementation of the fully functional model - in the middle of 2007.

            Information about the software products, which are used when implementing the project, about their interconnection was given in the report. The process of implementation and introduction, principles of shaping the system of collecting alarm messages on the territory of the Republic was presented.

            Arrangement of the international service communication network.

            A representative of OJSC Rostelecom proposed a sequence of measures aimed at acceleration of the service communication scheme introduction and presented a draft plan of IP addressing International service communication network (ISCN).

            Participants of the meeting also discussed the matters of information security, IP addressing and routing, requirements for equipment, requirements for communication channels. Participants noted the expedience of using communication channels with the speed rate nx64Kbit/s.

            OJSC Rostelecom was charged to fulfil the functions of coordinator of ISCN creation.

            To include in the action plan coordination of IP addressing works. It was decided to begin on a bilateral basis creation of ISCN elements in accordance with basic requirements and scheme approved by the decision of Telecommunication Operators Board. Information about implementation of the network elements should be sent to OJSC Rostelecom for generalization.

            To recommend using IP telephones for voice communication by ISCN.

            When considering the matter of introducing the messages standard forms into the current technological processes the participants exchanged information about using messages standard forms in the existing technological processes and noted the positive effect of standard forms application and decided to continue with the introducing the approved messages standard forms into technological processes.

            As regards agenda item on specialized software for messages exchange a representative of OJSC Ukrtelecom informed about the works aimed at further improvement of the specialized software for messages exchange and showed software of Intranet portal of OJSC Ukrtelecom CCNM.

            Given the urgency of the matter participants of the meeting asked OJSC Ukrtelecom to continue works on improvement of the presented software and proposed the concerned RCC participants to send remarks and proposals to the developers.

            Participants exchanged information on the matters of using new formats of international nodes designations at exchange of technological information. In the course of discussion taking account of the RCC Executive Committee proposals for giving the possibility of placing information on the RCC web-site all the participants expressed their interest in creation on this web-site of the interactive reference book of international communication nodes.

            Having heard information of the RCC participants about the possible approaches to conclusion of inter-operators agreements on the level of service (SLA) RUE Beltelecom presented a rough list of services provided by telecommunication operators.

            The frame of an agreement on quality of service proposed by OJSC MTT and prepared by RUE Beltelecom examples of parameters and their value for a number of services were considered.

            In the course of discussion participants came to the opinion that it is expedient to begin the work on concluding SLA from the basic telecommunication services, for example, lease of channels, services of telephone switched network and packet switched networks services (IP transit and others) and decided to propose to the operators to conclude service level agreements on a bilateral basis in accordance with the developed frame of such an agreement.

            Participants heard information of OJSC Ukrtelecom about the experience in development of designations of routes and channels at introducing new DWDM technology into the network. Additional information on DWDM routes designation also gave RUE Beltelecom and OJSC Rostelecom. Materials were given to the participants in electronic form for their use at work.

            In the course of work participants exchanged experience in up-dating the SOTM technological process (algorithm).

            Participants considered and discussed draft action plan of the Working Group for the period up to the 12th meeting, specified the themes of works, determined terms and executors.

            Two presentations of companies were made during the meeting.

            “Communication Line” made a presentation “Experience in introduction of the set of OSS solutions in JSC Kazakhtelecom..

            Company Advantek (USA) presented its “Management Systems for Technical Operational Centres”.

            Presentations were given to the participants in electronic format.

            Mr. M.N. Kozhakin informed about preparations for the 15th anniversary of the RCC establishment.

            Participants decided to consider “Strategic lines of the RCC participants’ activities” in the field of telecommunication and to prepare proposals regarding their specification in the part related to the Working group activities.

            In conclusion participants of the meeting thanked Beltelecom for the high level of the meeting organization.
