On 21-22 December in Minsk, Republic of Belarus, the 4th meeting of the Working Group for Information Security of Interacting Communication Networks attached to the RCC Telecommunication Operators Board was held.

The meeting was attended by the representatives of RUE “Beltelecom”, JSC “Mobile TeleSystems”, JV JSC “Mobile Digital Communication”, JSC “Kazakhtelecom”, OJSC “Kyrgyztelecom”, JSC “Moldtelecom”, OJSC “Mezhregionalny TranzitTelecom” and GSM Association.
The participants agreed on the draft document “Requirements to the basic level of the information and telecommunication networks and systems information security”.
The Chairman of the Working Group was charged to submit the draft for the RCC Telecommunication Operators Board approval.
At the meeting the draft documents “Classifier of possible threats to the information security” and “List of measures preventing threats to the information security” were considered in detail.
Taking into account the large amount of changes and amendments received it was decided to charge a member of the Working Group from JSC “Kazakhtelecom” to summarize all proposals, make necessary changes in the documents and to re-consider the documents at the regular meeting of the Working Group. It was agreed expedient to combine both documents into a single one.
The participants considered the comments of the CAs of Georgia and Ukraine to the “Memorandum on interaction of the RCC telecommunication operators in the sphere of ensuring information security of the information and telecommunication networks and systems” and adopted the appropriate decisions.
During the meeting the opinion exchange on solving problems of networks information security among the RCC Telecommunication Operators Board was held, the discussion was set on the approaches to certification of telecommunication operators networks with regard to the information security.
A member of the Working Group from JSC “MTT” was charged to sum up the operators’ proposals on this matter with a view to elaborating recommendations for the RCC Telecommunication Operators Board.
The Chairman of the Working Group was tasked to prepare a list of documents which are necessary for realization of the information and telecommunication networks and operators systems security based on the Operators Board proposals.

On 5 December 2005 in the ITU headquarters the meeting of RCC and CEPT representatives on the matters of preparations for RRC-06 was held.

The meeting took place in accordance with the decision of the joint meeting 19/25 of the RCC EMC Commission and RCC Broadcasting Commission and within the framework of RCC and CEPT cooperation. The Director of the ITU Radiocommunication Bureau Mr. V.V. Timofeev attended the meeting.
At the meeting the parties shared the information on preparation for RRC-06, discussed the matters related to the transition period, status and application of the RCC List, equal access to the spectrum, planning zone division.
The participants expressed their opinions on the structure of the forthcoming Conference, representation in its working bodies of the Communications Administrations – RCC and CEPT members.
Information about the results of the Coordination meeting of RCC and CEPT representatives was sent to the RCC Communications Administrations.

On 27-28 October 2005 in Astana, Republic of Kazakhstan, the 17th/13th joint meeting of the RCC Telecommunication Operators Board and Telecommunications Commission was held.

The meeting was attended by the delegations of CAs and telecommunication operators from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine as well as the RCC Executive Committee. The meeting gathered 55 participants.
Deputy Chairman of the Agency for Informatization and Communications of the Republic of Kazakhstan Mr. Nurtaz G. Mukhamedjanov greeted the participants.
The meeting began with experience exchange in new telecommunication technologies applications, discussion of changes within national communication markets, telecommunication liberalization and national operators readiness for entering into the WTO.
It was considered expedient to elaborate within the RCC the possibility of Freephone service introduction (International no-charge call) with a single number of access on the territory of the RCC participants’ countries. OJSC “Rostelecom”, OJSC “Urktelecom” and RUE “Beltelecom” were tasked with this work.
When considering aspects of social importance of telecommunication development the attendants exchanged their experience in introduction of universal telecommunication services in their countries providing equal access for wide strata of population to modern telecommunication technologies.
Main directions of Telecommunication Operators Board activity for the period up to 2007 were formed on the basis of the proposals of the Board participants and approved at the meeting.
The report of the Working group for coordination works on IMT-MC-450 networks building in the CIS countries and identification of 450 MHz band for 3G cellular communication system on the global basis was considered and approved. Working group’s activity in the international promotion of IMT-MC-450 technology was noted. The group was charged to prepare recommendations for border coordination of IMT-MC-450 networks between the RCC participants’ countries.
The participants approved the expediency of switching from main telegraph channels to data transmission channels/networks. To study the practical aspects of such approach it was decided to build during 2006 the test zone of IP-VPN network out of the RCC operators from Belarus, Kazakhstan, Russia, Kyrgyzstan, Uzbekistan with further connection of telecommunication operators from other CIS countries in the order of their technical readiness.
At the meeting the recommendation of the Working group of the RCC Commission on the Economy of Communications on application of reduced terminal and transit rates for telegraph and telex services settlements by the RCC telecommunication operators since 1 January 2006. The Working group was tasked to study the intermediate results of reducing taxes for the 1st quarter of 2006 and to report the analytical result at the regular joint meeting.
Traditionally the agenda of the meeting included the issues of reliability and viability of interstate communication networks. Main requirements for communication networks management designed by the Working group on communication networks management and the draft of specified scheme of international service communication organization were adopted. The RCC telecommunication operators were recommended to speed up transition to a new scheme of service communication.
The Working group on communication networks management was charged to prepare and coordinate with the RCC telecommunication operators the draft standard agreement on the service level (SLA). Such agreements are offered to be concluded between the RCC telecommunication operators on bilateral basis.
In the field of information security provision of the interacting communication networks the participants of the meeting agreed to start the procedure of signing the “Memorandum on interaction of telecommunication operators – the RCC participants in the field of ensuring information security of informatization and telecommunication networks and systems” developed by the Working group for information security.
The regular joint meeting of the Board and Commission is scheduled to be held at the end of March – beginning of April 2006, Moscow, Russian Federation.

On October 19, 2005 in Yerevan (Republic of Armenia) the 34th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications (RCC Board) was held.

The session was conducted by the RCC Board Chairman, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.
Welcoming address on behalf of the President of the Republic of Armenia Robert Kocharian was delivered by the Assistant of the President of the Republic of Armenia V.Sarkisyan.
Minister of Transport and Communications of the Republic of Armenia Andranik Manukyan addressed the participants with welcoming speech.
In his speech he emphasized that communication sphere, in particular telecommunications, play the primary role in economical, social and political development of every state. “Our today’s meeting will promote development of international and regional cooperation, elaboration of certain approach to development of mutually beneficial partner relations between our countries”, he noted.
Greeting the participants Director of the ITU Radiocommunication Bureau Mr. Valery Timofeev noted that at present coordination of the Administrations’ positions both within the regional unions and between them had become the decisive factor when taking decisions at the ITU world and regional fora.
Principle items of the session agenda were the questions of the RCC CAs interaction when preparing for international events in the field of communications and informatization.
The participants of the session determined the priority tasks of the RCC CAs in the course of preparations for the ITU Regional Radiocommunication Conference 2006 (RRC-06): timely submission to ITU of the initial data for development of a draft Plan of the digital terrestrial broadcasting; completing coordination of frequency assignments of the REF of analog radiobroadcasting service with communications administrations of border countries; working out the RCC coordinated positions on regulatory and procedural questions. The RCC candidatures to the Conference governing bodies were agreed at the RCC Board session.
Carrying out preparations within the RCC framework for the ITU World Telecommunication Development Conference (WTDC-06, 7-15 March 2006, Doha, Qatar) the RCC Board assumed as a basis the RCC proposals on the themes, projects and programs of management and development of telecommunication and information and communication technologies (ICT) to be included in the Doha Action Plan. When preparing these proposals attention will be first of all paid to realization of strategic tasks of the RCC participants related to the problems of radio frequency spectrum management, radiocontrol, introduction of digital TV and radiobroadcasting, improvement of normative and legislative base, etc.
At the RCC Board session the main directions of the RCC proposals preparation for the ITU Plenipotentiary Conference (PC-06, 6-24 November 2006, Antalya, Turkey) taking account of the final documents of the World Summit on the Information Society 2005, Tunisia, were discussed. Heads of the Communications Administrations supported the nomination at PC-06 as the candidates from the RCC: to the post of the ITU Radiocommunication Bureau Director – Mr. V.V.Timofeev (Russian Federation); from Region C to the ITU Council – Kazakhstan, Russia and Ukraine and to the ITU Radio Regulations Board – Mr. B.N.Nurmatov (Republic of Kyrgyzstan).
The RCC Board approved the process of the RCC proposals preparation for the World Radiocommunication Conference 2007 taking account of the RCC CAs positions.
Improving forms and working methods within the framework of international cooperation, the RCC Board adopted “Procedure of nominating candidatures of the RCC Communications Administrations to the governing bodies of ITU and UPU as well as of Conferences, Assemblies and of other international fora in the field of communications and informatization”. The RCC Board approved the report on the activity of the RCC Commission for International Cooperation Coordination.
The Board approved the “Program of the RCC CAs activities in improvement of international postal communication quality for 2005-2008” with a view to improving quality of service provided to the customers and ensuring easy access to the services. Having heard and discussed information of the RCC participants about the role of management and marketing in sale of postal products and services, the Board charged the RCC postal working bodies to continue with exchange of opinions on this subject and to carry out relevant seminars.
At the Board session it was decided to hold a Regional Conference “Future Postal Development” in 2007 in Kazakhstan.
Useful exchange of experience among the RCC CAs in development of new communication services and their impact on the economy both at the level of communication enterprises and industry as a whole was held. It was noted that development of new communication services including non-traditional ones allowed to bring them closer to customers, to strengthen finance and economic state of the industry.
Participants discussed the questions related to the Commonwealth’s current activities.
Pursuant to the RCC Regulations the Head of the Communications Administration of the Republic of Belarus, Minister of Communications and Informatization of the Republic of Belarus Vladimir I. Goncharenko was appointed the Vice-Chairman of the RCC Board.
Taking into consideration that the year 2006 was declared the year of the Commonwealth of Independent States by the CIS Council of Heads of State, noting the constantly growing role of communication Commonwealth on the international stage and with a view of further popularizing the RCC activities the Board has adopted decision to held the 36th RCC Board session in Moscow in December 2006 (Russian Federation).
Representatives of the companies-manufacturers of the telecommunication equipment “ALCATEL” and “NORTEL” made their presentations.
In conclusion the participants thanked the Heads of the Republic of Armenia and the Communications Administration of the Republic of Armenia for the warm welcome and efficient organization of the RCC Board session and also thanked the sponsors of the session – communication operators of the Republic of Armenia – “Armentel” and “VivaCell”.

30 May – 3 June 2005 in Kiev within the framework of preparations for the second session of the Regional Ragiocommunication Conference (RRC-06) the Multilateral Meeting of technical experts of the communications administrations of the Black Sea Region on coordination of the requirements for planning of the digital terrestrial radiobroacasting service in the frequency bands 174-230 MHz and 470-862 MHz was held.

Representatives of the communications administrations of Armenia, Belarus, Bulgaria, Georgia, Moldova, Russia, Turkey and Ukraine and the RCC Executive Committee have participated in the meeting.
The agenda included 4 items:
- discussion of the technical criteria for planning of the digital terrestrial radiobroadcasting service and their clarification;
- coordination of the frequency requirements (draft plans);
- discussion of the technical criteria for coordination of other primary services and their clarification;

On 23 May 2005 in Baku (Azerbaijan Republic) the 33rd session of the Board of the Communications Administrations Head of the Regional Commonwealth in the field of Communications (RCC Board) was held.

Before the beginning of the session heads of delegations and honoured guests visited Memorial complex and tomb of Heydar Aliyev.
Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Belarus, Georgia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and the RCC observers – CA of the Republic of Latvia, GN Great Nordic (Kingdom of Denmark), and also honoured guests: the UPU IB Director General Mr. Edouard Dayan, PAPU Secretary General Mr. Jilani Ben Haddada, Head of the International Telecommunication Union Area Office in the Russian Federation Mr. Valery P. Timofeev, Director of Interindustrial Cooperation Department of the CIS Executive Committee Mr. Safarali G. Gulomov, Secretary General of the Permanent International Secretariat of the Black Sea Economic Cooperation (BSEC) Mr. Tedo Japaridze took part in the session.
The session was chaired by the RCC Board Chairman, Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman.
Minister of Communications and Information Technologies of the Azerbaijan Republic Mr. Ali Mamed ogly Abbasov addressed the participants with a speech of welcome.
Participants of the session have approved “Measures of the RCC Communications Administrations interaction in implementation of the UPU 23rd Congress Decisions (Bucharest 2004) for 2005-2008”, determining the directions and forms of cooperation between the RCC Communications Administrations in universal postal services development in the interstate traffic, application of new info-communication technologies, improvement of postal services quality, human resources development and postal network security with a view to ensuring affordable and efficient communication between the people of all the world.
The RCC Communications Administrations have continued joint preparations for the Second session of the Regional Radiocommunication Conference (RRC-06) on planning of the digital terrestrial TV and radio broadcasting in the Regions 1 and 3 of the ITU geographical division. Within the RCC framework the two stages of planning exercises in assignments for digital terrestrial broadcasting in the frequency bands 174-230 and 470-862 MHz were carried out, the results of the exercises were considered at the meetings of the respective RCC Commissions. Clarification of national requirements for digital terrestrial broadcasting and finalizing coordiantion of non-broadcasting radio-electronic facilities should be consided as basic tasks of preparations for the RRC-06 for the period up to the next RCC Board session.
The
RCC Board has approved “Proposals for the RCC Communications Administrations
position on the World Radiocommunication Conference 2007 Agenda items” as a
basis for preparations of the RCC common proposals for WRC-07. Proposals will be
clarified, supplemented by the results of studies of the International
Telecommunication Union and RCC.
The RCC Board has adopted Plans of the RCC Communications Administrations preparations for the World Telecommunication Development Conference (WTDC-06, 7-15 March 2006, Doha, Qatar) and for the ITU Plenipotentiary Conference to be held in the third quarter of 2006 (PC-06).
In accordance with the Plans proposals concerning themes, projects and programs of telecommunications and ICT development should be prepared for the International Telecommunication Union Strategy directions for 2007-2010 as well as the coordinated positions of the RCC CAs on the Conference agenda items.
Communications Administrations of Kazakhstan, Russia and Uzbekistan shared their experience in the field of security ensuring on the postal networks. Participants of the session considered it expedient to charge the RCC Working bodies on postal matters to render assistance to the RCC participants in development of joint projects aimed at prevention and disclosure of reasons for illegal actions on the postal networks, ensuring safety of postal items and financial means, counteraction to the terrorist accidents.
The useful exchange of experience in universal postal services provision was held. It was considered expedient to hear at the 36th session of the RCC Board recommendations of the RCC respective Commissions and Operators Boards on forming and improving mechanism of provision of high quality and affordable universal telecommunication and postal services.
At the end of the session its participants have discussed the questions related to the Commonwealth activities. The heads of the RCC Workding bodies (Operators Boards and RCC Commissions) have been approved for the term of 3 years and the RCC Executive Committee report for 2004 has been adopted.
It was decided to hold the regular 34th session of the RCC Board in Yerevan, Republic of Armenia, in October 2005. Within the framework of the RCC Board session signing of the Program of cooperation in the field of postal communication between the Regional Commonwealth in the field of Communications and Pan African Postal Union (PAPU) took place.The Program was signed by the Director General of the RCC Executive Committee Mr. N. N. Mukhitdinov and by the PAPU Secretary General Mr. Jilani Ben Haddada. Heads of delegations and honoured guests attending the 33rd RCC Board session were received by the President of the Azerbaijan Republic Mr. Ilham Aliyev. The President of Azerbaijan took an interest in the level of information and communication technologies development in the RCC participants’ counties. The conversation proceeded in a friendly atmosphere. In conclusion the participants thanked the Communications Adminisrtation of the Azerbaijan Republic for the cordial welcome and efficient organization of the RCC Board session.

On 8-9 April 2005 in Astana (Republic of Kazakhstan) International seminar “System of settlements for international postal traffic” for the RCC CAs specialists was held. |
Representatives of the Communications Administrations from the CIS and Baltic countries participated in the seminar. Total number of the participants was more than 80. Representatives of Posts from Belarus, France, Kazakhstan, Korea, New Zealand, Russia, Ukraine and UPU IB acted as Consultants at the seminar. for more details (see the Postal news)
On 14 –18 March 2005 in Cholpon-Ata, Kyrgyz Republic, 10th meeting of the Working Group on communication networks management attached to the RCC Telecommunications Commission was held. |

On 16-18 February 2005 in Kiev the joint 18th /24th meeting of the RCC Commission for Satellite Communiction, TV and Sound Broadcasting and RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioelectronic Facilities was held. |
The meeting was attended by the delegations of the RCC CAs from: Azerbaijan, Armeinia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine. Total number of participants - more then 50.
The meeting was presided in turn by the Chairmen of the above mentioned Commission – Deputy Minister of Communications and Informatization of the Republic of Belarus, Mr. Vladimir N. Tesliuk and Deputy Head of the Federal Communications Agency of the Russian Federation Mr. Andrey V. Beskorovainy. On 10-12 February 2005 in Geneva, Switzerland, in the ITU headquarters a multilateral meeting of experts representing Communications Administrations of the RCC and the bordering European countries on preliminary coordination of digital broadcasting requirements was held. |
The meeting was attended by the representatives from 16 Communications Administrations of: Armenia, Belarus, Germany, Kazakhstan, Kyrgyzstan, Latvia, Lithinuia, Moldova, Poland, Russia, Tajikistan, Uzbekistan, Ukraine, Finland, Sweeden and Estonia, altogether 48 participants. Mr. V.A.Korzh from the RCC Coordination Group of digital broadcating planning and Mr. M.Zhilinskas from the planning group “Nida” were elected Co-Chairmen of the meeting Participants shared the information on the results of planning excercises in the CIS and European countries.
Mr. A.Lashkevich, the delegation of the CA of Russia, presented in his report the outcomes of the second stage of the planning exercises within the RCC, concerning the basic principles, the technical criteria and achived results. The report gave some examples of the channels and the coverages zones determination at planning excercises, showed the basic limitations existing at planning as well as the influence of the input data on the planning outcomes. 3rd meeting of the Coordination Group on carrying out digital broadcasting planning exercises in the CIS countries (CGCDBPE). In accordance with the working Schedule of digital broadcasting planning exercises within the RCC representatives of the Communications Administrations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russian, Tajikistan, Uzbekistan and Ukraine as well as the RCC observers – the representatives from Latvian and Estonian Republics held the 3rd meeting of CGCDBPE from 8 to 10 February 2005 in Geneva.

The main purpose of the meeting is to consider the outcomes of the 2nd stage of the digital broadcasting planning exercises within the RCC and preparation of agreed national requirements for digital broadcasting to be submitted to the ITU Radiocommunication Bureau. The 2nd stage of planning exercises was carried out in accordance with the principles and technical criteria adopted at the 2nd CGCDBPE meeting (1-2.12.2004) taking into account the input data of radioelectronic facilities of the other services, information on which was presented by the CAs of Azerbaijan, Armenia, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. At the meeting some calculations taking account of the proposals and comments received from the CAs were made. The results were considered by the CGCDBPE and for some administrations corrections are required.
Upon the results of the meeting the Coordinating administration was requested to prepare agreed national requirements given remarks and proposals of the Communications Administrations for submitting to ITU in accordance with the Resolution COM 5/1 (RRC-04) and to forward them to the RCC Communications Administrations by 16 February 2005. for more details (see the Radiobroadcasting news)
1 March 2005 in the Belarus Republican Complex “Raubichi” the first meeting of the Initiative Group on development of plan of immediate actions on implementation of Interstate Program of creating a network of information-marketing centers for promotion of goods and services to the CIS member states markets for the period up to 2005 and on establishment of the Interstate Information and Marketing Centre was held. |
Decision on establishment of the Initiative group out of the representatives of the state national customers of the Republic of Belarus, Russian Federation, Ukraine was adopted by the Coordination Council of the CIS members states for Informatization attached to the RCC on 14.12.04 in Minsk with a view to implementing the Plan of joint actions on realization in 2004-2005 of the Interstate Program of creating a network of information-marketing centres for promotion of goods and services to the national markets of the CIS member states and on realization of the CIS Economic Council proposals by the representatives of state customers of the three countries (Belarus, Russia, Ukraine). for more details (see the Informatization news)

At the Section meeting the following questions were considered:
Discussion of the report of Section 1 for 2004.
Consideration of a work plan of Section 1 for 2005-2006.
Discussion of draft program on Quality of Service of the RCC CAs for 2005-2008.
To all the qurstions the decisions reflecting common interests of the RCC participants were adopted.

The workshop was arranged and carried out jointly by the RCC Executive Committee and the CA of Russia.
Representatives of the CAs of Azerbaijan, Armenia, Belarus, Kazakhstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine, Estonia and RCC Executive Committee took part in the workshop. The consultants of the workshop were the representatives of Postal services of Russia, Denmark, Germany, USA and UPU IB. On 2-3 February 2005 the International seminar "Internet Governance" organized by the Information Technology Department of the Republic of Moldova, the Ministry for Information Technologies and Communications of the Russian Federation, the RCC Executive Committee according to the Decision of the Regional Commonwealth in the field of Communications and Coordination Council of the CIS member states for Informatization attached to the RCC was held in Chisinau. The seminar was carried out within the framework of the CIS countries preparations for the second stage of the World Summit on the Information Society, which will take place on 16-18 November 2005 in Tunisia. |
The problems under consideration were: the definition of a notion "Internet"; Internet governance; administration of the system of domain names and addresses; stability, reliability and security of the Internet infrastructure, spam, intellectual property, cybercrimes (cybertheft, cyberterrorism and etc.).
The representatives of the Communication Administrations, national informatization bodies, state regulation authorities in the communication and informatization field of Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Uzbekistan, Ukraine and also the representatives of the national domain administrators, national operators, Internet providers and public organizations took part in the seminar.
Reports on Internet regulation, use, governance and development at the international level and in the RCC participants countries, including Republic of Moldova were delivered.
