Tasks and functions of the RCC Human Resources Development Commission
- Coordination of the RCC CAs interaction during their participation in and implementation of joint with other international and regional organisations projects on personnel training and qualifications upgrading in tele- and postal communication and informatization;
- Preparation of proposals for the RCC CAs cooperation in human resources development and management;
- General recommendations on the organization of training and qualifications upgrading of specialists in the area of tele- and postal communication and informatization;
- Arranging seminars, conferences, colloquia for the RCC CAs specialists on human resources development and management within the RCC framework and in cooperation with the ITU, UPU and other international organisations, foreign Communications Administrations and firms including the use of experience of "far-abroad" countries to train specialists in advanced telecommunication, postal and information technologies;
- Preparation of proposals for the RCC interaction with the ITU Development Bureau and UPU International Bureau in human resources development;
- Preparation of proposals and projects for cooperation with foreign companies and firms in order to establish partnership relations in human resources development;
- Coordination of interaction of training institutes and centres in the countries of the RCC participants in training specialists in tele- and postal communication and informatization in the matters of mutual interests including through the distance learning system.
- Preparation of proposals for organisation of international conferences for students, post-graduates and young specialists from the CIS communication institutes on advanced technologies and services in the area of tele- and postal communication and informatization.
- Preparation of proposals for harmonization of national legislation systems as regards mutual recognition of certificates of the CIS higher educational establishments;
- Organization of exchange of experience in qualifications upgrading and probation of specialists in application of new equipment and technologies; involvement of scientists, lecturers and engineers in delivering lectures and reports;
- Coordination of the activities of the Coordination Centre for Training-and-Methodological Matters for educational establishments and centres for personnel retraining and qualifications upgrading;
- Organisation of information exchange between the RCC CAs on the matters of human resources development and management;
- Participation in the Competition Commission activities on election of the RCC Executive Committee Director General and Deputies Director General.
