On 25 September 2008 in Ashkhabad (Turkmenistan) the 13th session of the Coordination Council of the CIS member states for Informatization attached to the Regional Commonwealth in the field of Communications (RCC) was held.


Delegations of national informatization bodies of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Ukraine took part in the session. National informatization bodies representatives of the Azerbaijan Republic, Republic of Bulgaria, Republic of Latvia, Republic of Slovenia, Turkmenistan and international organizations representatives attended the meeting as guests.

The meeting was presided by the Chairman of Coordination Council, Minister of Telecom and Mass Communications of the Russian Federation, Mr. Igor O. Schegolev.

Information on the progress in implementation of the CIS member states Cooperation Strategy in the Informatization field (Strategy) and of the Action Plan on its realization for the period up to 2010 (Action Plan ) in the Republic of Belarus and Republic of Tajikistan was delivered. It was noted that within the Strategy the national and interstate projects on the priority action lines of the Commonwealth activities including socially significant ones are successfully implemented.

The attendees were informed about additions made to the Strategy and Action Plan at the suggestion of the Coordination Council regarding the CIS member states cooperation in introduction of new generation passport and visa documents

It was considered expedient to prepare an Action Plan on the Strategy implementation for the period up to 2015 and to make relevant amendments and additions to the Strategy taking account of priority directions of the Commonwealth activities and the modern level of the ICT development. In this connection the participants of the session adopted a decision to charge the RCC Informatization Commission with preparation and submission in the 3rd quarter of 2009 of the said documents’ drafts for consideration by the Coordination Council.

It was recommended to the CIS countries national informatization bodies to submit for consideration of the Coordination Council the information on the Strategy and Action Plan measures implementation.

Participants of the session discussed the progress of implementation of the Interstate program of creation of the information and marketing centers network for goods and services promotion to the CIS member states national markets (Program) taking into account the fact that its implementation ensuring is included in the List of major actions on realization of the CIS Further Development Concept.

Coordination Council heard information about creation and development of national networks of information and marketing centers (IMC) in the Republic of Belarus, Russian Federation and Ukraine.

Given that the Program will be completed in 2008 the further steps on development of cooperation in this area were presented at the session. Participants of the session supported prepared by the High Level Working Group (HLWG) of the Interstate Program draft agreement on CIS member states cooperation in creation, functioning and development of the IMC network for goods and services promotion to the Commonwealth national markets as well as draft provisions on the advisory body – CIS Council on IMC Network Development and Functioning. These documents will be submitted for approval of the CIS Council of the Heads of Government according to established procedure.

HLWG was charged to prepare a draft Operational Plan on IMC network development for 2009 to be considered by the Coordination Council.

The question of introduction of new generation passport and visa documents (NGPVD) and cooperation in this sphere is topical and of high social significance for the Commonwealth countries. The participants of the meeting have shared the experience in introduction of new generation passport and visa and other identification documents, and have considered the implementation by CAs of the Russian Federation and Republic of Moldova of a joint pilot project on deployment of the NGPVD at the border crossing points in the international airport Domodedovo in Moscow and in Chisinau international airport.

Those present took into consideration information on approval by the CIS Economic Council in June 2008 of a draft agreement on the CIS member states cooperation in the field of new generation passport and visa documents introduction and its submission for approval by the CIS Council of Heads of Government.

The participants considered it expedient to arrange in cooperation with the CIS Interparliamentary Assembly in the first quarter of 2009 the International Conference (workshop) on the introduction of new generation passport and visa documents in the CIS member states.

Coordination Council considered the outcomes of the Information Security Commission activities. The participants of the session noted that implementation of its principle activities contributes to practical solving of information security questions in the CIS member states.

Within the framework of the question consideration, information on the measures undertaken in the Coordination Council participant states regarding information security provision was presented. It was proposed to support initiative of the Republic of Moldova and the Russian Federation on implementation in 2009-2011 of a pilot project realized within the framework of RCC joint R&D work “Study of a possibility to use digital-electronic signature at trans-border information exchange.”

The Information Security Commission was charged to develop on the basis of the results of the studies and taking into account the practice of work within the framework of other regional organizations (Shanghai Cooperation Organization, Collective Security Treaty Organization) a standard software-technical solution on organization of interstate legally significant information exchange.

The participants of the session supported the Information Security Commission proposal to execute in 2009 within RCC the R&D work “Security of the CIS countries information infrastructure: analysis of the experience in ensuring security of information systems and information and telecommunication networks in the Commonwealth countries and determination of a list of the primary tasks in this sphere”.

According to the Provisions on the Information Security Commission the Coordination Council approved new heads of the Information Security Commission.

The Coordination Council elected the Deputy Director General of the Communications and Information Agency of Uzbekistan Mr. Asadjon Khodjaev the Vice-Chairman of the Coordination Council of the CIS member states for Informatization attached to RCC.

The Coordination Council session was attended not only by its full members but the RCC observers as well. The Communications Administration of the Republic of Bulgaria presented the information on the main directions of ICTs development and information society building in the country.

The Coordination Council members noted the necessity and importance of continuation of fruitful cooperation and joint solution of the topical questions in the ICT field with all the RCC participants.

Signing of the Project document “Establishing broadband public access points to Internet” in the rural area of the Republic of Moldova” between the ITU Telecommunication Development Bureau and the Ministry of Information Development of the Republic of Moldova took place during the session. The document was signed by the ITU Telecommunication Development Bureau Director General Mr. Sami Al Basheer Al Morshid and the Minister of Information Development of the Republic of Moldova Mr. Pavel A. Buceatchi.

The regular 14th session of the Coordination Council is scheduled to be held in Slovenia, in the II quarter of 2009.
