29 February 2008, in Moscow (Russian Federation) in the Ministry of Information Technologies and Communications, the 6th regular meeting of the IPA CIS – RCC Council of Experts was held. |
The meeting was attended by members of Council of Experts, representatives of the Working Group on legislation attached to the Council of Experts, as well as invited experts. The meeting was presided by the Chairman of the IPA CIS – RCC Council of Experts, IPA CIS Board Secretary General Mr. M. Krotov.
The participants considered the draft model law “On e-trade” that would be finalized upon the feedback presented at the meeting. Then the said draft model law will be submitted to the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport consideration with the following approval in the set order by the CIS Interparliamentary Assembly in the coming November.


The progress in “On state e-services” model law development was considered at the meeting and its concept was approved.
Those present at the meeting acquainted themselves with the information on realization of the RCC proposals on development in 2008-2009 of model laws “On telemedicine services”, “On passport and visa documents and other identification documents of new generation” and “On information technologies parks”.
During the meeting the participants summed up the outcomes of the Council’s work in 2007 and set the work plan for 2008, agenda of the regular Council meeting, as well as some organizational matters.

On 19 June 2007 in St.-Petersburg, the 5th Meeting of the Council of Experts of the IPA CIS –RCC was held. |
Members of the Council of Experts – representatives of the Interparliamentary Assembly of the CIS member states, RCC working bodies, RCC Executive Committee, as well as the experts and designers of model legislative acts have participated in the meeting. Secretary General of IPA CIS Board Mr. Mikhail Krotov presided at the Meeting of Council of Experts.
Before the beginning of the meeting Secretary General of IPA CIS Board presented to Director General of the RCC Executive Committee Mr. Nurudin N. Mukhitdinov the commemorative sign of the IPA CIS for the contribution to the integration processes development and convergence of the CIS member states legislations.
During the meeting the draft IPA CIS model law “On e-trade” finalized upon the RCC participants proposals was considered. Some proposals were made at the meeting to forward perfection of the draft model law. Council of Experts decided in working order to specify some provisions of the law and to send it for consideration to the Commonwealth’s countries Parliaments and if approved to submit in a set order for approval in October this year.
Information and communication technologies development builds up the frame for principally new activity directions. Taking into account the necessity of the approaches compatibility when building networks and systems based on principally new directions the Council of Experts supported the proposals of the Coordination Council of the CIS member states for Informatization attached to RCC on inclusion to the Prospect plan of model laws and convergence of the national legislations in the CIS for 2005-2010 the development of model laws “On telemedicine services”, “On passport and visa documents and other identification documents of new generation” and “On information technologies parks”. IPA CIS is proposed to begin the development of the abovementioned model laws from 2008. With a view of the developments provision the Council of Experts asked the RCC to consider the possibility of co-funding of the said laws.
Due to staff changes Mr. B. Zuhurov, the Chairman of the RCC Telecommunications Commission, Deputy Minister of Transport and Communications of the Republic of Tajikistan and Ms. N.Gavrilova, the Chairman of the RCC Postal Commission, Deputy Minister of Communications and Informatization of the Republic of Belarus were put on the Council of Experts from the RCC. Mr. A. Klikich, Vice-Chairman of the RCC Commission for International Cooperation Coordination, Head of the Department for International Relations and European Integration of the State Communications and Informatization Department of the Ministry of Transport and Communications of Ukraine was put on the Council till the appointment of the Chairman of the Commission.
In conclusion the Council of Experts adopted the agenda of the next meeting and decided to hold it in December 2007.

On 25 February 2005, in St.-Petersburg the 2nd meeting of the Expert Council of the Interparlamentary Assembly of CIS-RCC was held. The meeting was attended by the memebers of the Expert Council – IPA members, heads of the RCC working bodies and the RCC Executive Committee. The meeting was presided by the Chairman of the Expert Council, General Secretary of the CIS IPA Council Mr. Mikhail I. Krotov.

The agenda included the following items:
1. Agenda of the meeting of Expert Council CIS IPA – RCC;
2. The order of CIS IPA model legislative acts development in the field of informatization and communications;
3. Order of choosing organizations – designers of CIS IPA model legislative acts in the field of informatization and communications;
4. Draft CIS IPA model law “On Postal Communication”;
5. RCC proposals for development of CIS IPA model legislative acts in 2005-2010;
6. Progress in fulfillment of the Expert Council working plan for 2004 and plan for 2005;
7. RCC proposal for enlargement of the composition of the Expert Council CIS IPA – RCC;
8. Date and agenda of the regular Expert Council meeting.
Upon the results of the meeting the decisions aimed at the development and harmonization of CIS IPA model legislative acts in the field of ICT of the CIS member states were adopted.
Expert Council has adopted “Provisions on the order of CIS IPA model legislative acts in the field of informatization and communications development”.
Having considered “Provisions on the order of choosing organizations – designers of CIS IPA model legislative acts in the field of informatization and communications” the Council decided to finalize the draft taking into account the remarks submitted.
The Council adopted the model law “On Postal Communication” and asked the Permanent Commission of the CIS IPA for Culture, Information, Tourism and Sport to include into the agenda of the regular Commission meeting this draft law.
In the period of 2005-2010 the Council considered it expedient to develop the model laws “On e-trade”, “On state e-services”, “On innovation activity”. Development of the indicated model laws is planned to be included into the Prospect plan of model legislation and national legislation rapprochement within the CIS for the period up to 2010.
The progress of fulfillment of the working plan of the Expert Council CIS IPA – RCC for 2004 was considered and the working plan for 2005 was approved. It was decided to held the regular meeting of the Expert Council in June 2005 in St.-Petersburg.
