30 May – 3 June 2005 in Kiev within the framework of preparations for the second session of the Regional Ragiocommunication Conference (RRC-06) the Multilateral Meeting of technical experts of the communications administrations of the Black Sea Region on coordination of the requirements for planning of the digital terrestrial radiobroacasting service in the frequency bands 174-230 MHz and 470-862 MHz was held.

Representatives of the communications administrations of Armenia, Belarus, Bulgaria, Georgia, Moldova, Russia, Turkey and Ukraine and the RCC Executive Committee have participated in the meeting.
The agenda included 4 items:
- discussion of the technical criteria for planning of the digital terrestrial radiobroadcasting service and their clarification;
- coordination of the frequency requirements (draft plans);
- discussion of the technical criteria for coordination of other primary services and their clarification;
- coordination of other primary services.
Meeting’s work was organized in plenary sessions, meetings of working groups on planning of the digital terrestrial radiobroadcasting service and on coordination of the frequency assignments for other primary services and bilateral and trilateral negotiations on the matters related to the preparations for RRC-06.
At the plenary sessions the participants were acquainted with the results of the CEPT WG2 Project Team meeting on preparations for RCC-06, with the annex to the ITU/BDT Circular letter CR/229 of 24 May 2005 regarding the expediency of submission to ITU/BDT of the administrative declarations related to the compatibility or incompatibility between digital broadcasting requirements and also with ITU/BDT Circular letter CR/238 of 31 May 2005 on the publication of the input data publication for the first planning exercise.
Taking into account the deadline for submission of the administrative declarations (by 17.06.05) it was decided to send to the ITU/BDT the limited number of such declarations in order to estimate their impact on the result of the planning exercise. It was also considered expedient to submit to the ITU/BDT the proposal on incompatibilities declaration not between the frequency requirements but frequency allotments.
At the meeting of the Working Group on planning of the digital terrestrial radiobroacasting service the results of the planning exercise in the Black Sea region performed by the Radio Research Institute on the basis of requirements of the CAs of Armenia, Belarus, Bulgaria, Georgia, Moldova, Russia, Romania, Turkey and Ukraine submitted to the ITU BDT by 28.02.5 were discussed.
Special conditions of radio-waves propagation over the warm sea leads to a great number of requirements incompatibilities both within the countries of the Black Sea basin and between the countries that causes limited possibility for satisfaction of the Black Sea basin communications administrations requirements on frequency assignments and allotments for terrestrial radiobroadcasting service. Possible method for solving incompatibility problem is conclusion of bilateral/multilateral agreements between the affected CAs on observation of organizational and technical measures aimed at elimination of such incompatibilities.
Much attention was given to a definition of equitable access to the radio-frequency spectrum. Participants have not come to a single opinion on the matter.
At the meetings of the Working Group on coordination of frequency assignments to other primary services the criteria for protection of Aeronautical Radionavigation Service (ARNS) stations and TV broadcasting stations against mutual interference were discussed. It was decided to prepare appropriate proposals for the forthcoming meetings of the ITU WG 8B and 8F.
At the bilateral and trilateral meetings of representatives of Russia, Ukraine and Turkey the matters of coordination of frequency assignments to radioelectronic facilities of other primary services were considered.
In conclusion participants outlined the future plan of actions for including the working meeting of experts of the interested CAs during the forthcoming meeting of the Intersessional Planning Group (IPG), carrying out analysis of the ITU/BDT planning exercises results by 30 July 2005 and input data exchange for the draft plan development by 1 September 2005. It was considered expedient to hold one more meeting of technical experts in Kiev at the end of July – beginning of August 2005 basing on the results of IPG meeting
