From 23 to 26 June 2008 in the city of Odessa on the basis of the A.S. Popov Odessa Communications Academy within the framework of the ITI Centre of Excellence a workshop “Systems of the digital terrestrial TV, sound and DVB-T, DVB-H, T-DAB, DRM multimedia broadcasting” was held.

The workshop was arranged for the digital TV, sound and multimedia broadcasting experts from the Eastern Europe and CIS countries. Its main purpose is information provision and experience sharing regarding existing state, key tendencies and technical aspects of the digital terrestrial TV, sound and multimedia broadcasting.

87 representatives from the Communications Administrations of Armenia, Belarus, Germany, Georgia, Cape Verde, Latvia, Moldova, Russia, Serbia, Uzbekistan, Ukraine and Estonia took part in the workshop.

Participants of the workshop have acquainted themselves with the strategy, problems and general principles of digital broadcasting introduction; with video and sound signals, interfaces; new capabilities of digital technologies; systems of on-air and satellite digital TV broadcasting, DVB-T, DVB-C, DVB-S, DVB-S2, DVB-MMDS, DVB-MVDS TV broadcasting, DAB and DRM digital sound broadcasting, digital multimedia broadcasting to DVB-H mobile terminals; frequency resources management and frequency planning of digital TV broadcasting networks, digital TV broadcasting networking; with transmitting and receiving equipment of the digital TV broadcasting systems; digital broadcasting quality, measurements and monitoring in the digital TV broadcasting systems; tendencies of the digital broadcasting systems global progress.

Program and the contents of the workshop were based on the experience accumulated by the A.S. Popov Odessa National Communications Academy over the period of longstanding activities in training specialists in digital broadcasting and other telecommunication technologies. Results of researches of the Ukrainian Radio and TV Research Institute and of the A.A. Popov Odessa National Communications Academy specialists on the national and international level including the national normative basis of digital broadcasting development, contributions of Ukraine in the world progress of broadcasting technologies were taken as a principle of training.

In the course of the seminar numerous consultations, discussions on topical digital broadcasting introduction problems took place, answers to the questions were given.

Participants of the workshop were presented with the Centre of Excellence certificates.


On 11-12 September 2007 in Kiev at the State University of Information and Communication Technologies a special course of qualifications upgrading “Advanced technologies of wireless access and digital television: operational practices and development prospects” for high and middle level executives of the RCC Communications Administrations and organizations was held.

This course was organized in accordance with the Plan of special courses of qualifications upgrading for high and middle level executives of the RCC Communications Administration and communications organization for 2007 – 2008, adopted by the Decision N16/4 of the RCC Human Resources Development Commission.

20 executives and representatives of the RCC CAs from Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Uzbekistan, Ukraine were trained during the course.

Participants familiarized themselves with advanced technologies of wireless radio communication, principles of logic and physical structures of wireless data transmission networks, considered technologies of digital broadcasting in Ukraine, studied the operation practices of wireless television broadcasting in the CIS as well as the problems of synchronization of networks at digital television introduction.

At the completion of the course the participants were awarded certificates of qualification upgrading.


On 13-14 June 2007, in Moscow Technical University of Communications and Informatics a special course “Qualifications upgrading for the heads of Personnel Departments of the RCC Communications Administrations, National Informatization Bodies, Regulating Authorities and Telecommunication and Postal Communication Operators” was held.

The course was organized in accordance with the Plan of special qualifications upgrading courses for the high and middle level heads and managers of the RCC Communications Administrations and communications organizations for 2007-2008 adopted by the Decision ą16/4 of the RCC Human Resources Development Commission.

22 heads and representatives of the Personnel Departments of the RCC CAs and Postal and Telecommunication Operators from Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Ukraine received training during the course.

The participants were informed about the current trends in the info-communications development and aspects of human recourses management at communication enterprise under the market economy conditions, liberalization and competition. Standards of professional activity in the field of personnel management, impact of personnel service on the system of quality management were considered. Modern methods and technologies of personnel assessment, as well as personnel motivation and stimulation were studied.

The next course of qualifications upgrading “Modern technologies of wireless access and digital television: experience and prospects of development” is scheduled for September 2007 in Kiev (Ukraine) in the State University of Information and Communication Technologies”

30 On 19 - 20 January 2006 in Kiev, Ukraine, the 2nd Steering Committee meeting of the ITU Regional Center of Excellence for the East European and CIS countries (Center of Excellence) was held.

The meeting was arranged by the International Telecommunication Union and State Department of Communications and Informatization, Ministry of Transport and Communications of Ukraine. Representatives of the CAs of Azerbaijan, Belarus, Georgia, Kazakhstan, Moldova, Russia, Uzbekistan, Ukraine, and also of ITU and RCC Executive Committee took part in the meeting.

At the meeting the report of the Coordinator of the CIS branch of the Center of Excellence for 2005 year was considered, as well as the questions on the present state of the ITU Centers of Excellence network and regional changes, financial situation with the CIS branch of the “Center of Excellence” and prospects for its activities.

The participants of the meeting have prepared the Operation Plan for 2006 envisaging in the first half of the year conduct of seven priority meetings on distance learning at the expense of the means left after the first stage of the project.

Steering Committee has approved “Recommendations on distance learning courses establishment” in accordance with the programs of “ITU Center of Excellence for the European and CIS countries” developed by the Coordinator.

The meeting has approved the 4-year business plan which shows the opportunity for realization of the second stage of the project based on already used in other regions ITU model, as well as on the experience gained by the CIS countries.

Members of the Steering Committee thanked the Ukrainian State Centre for Radio Frequencies “Ukrchastotnaglyad” for good organization of the meeting.
