19th meeting of the RCC Commission for International Cooperation Coordination (14 April, 2008 Chisinau, Moldova).

The meeting was attended by representatives of Communications Administrations of: Armenia, Belarus, Kazakhstan, Moldova, Russia, Tajikistan, Uzbekistan, RCC Executive Committee and Moscow ITU Area Office, altogether 20 participants.

Traditionally at the Commission meeting materials and draft decisions for the regular RCC Board session were prepared on such important international events as:

In conclusion a draft agenda of the 20th meeting of the Commission which is planned for the next year April was adopted

On 15 April 2008 a joint meeting with the RCC Informatization Commission was held. At the meeting questions of implementation of the World Summit on the Information Society (2003, Geneva, 2005, Tunis) decisions and of the projects within the RCC regional initiatives at the ITU World Telecommunication Development Conference (WTDC-06, 7-15 March 2006) were considered.


18th meeting of the RCC Commission for International Cooperation Coordination (April 2, 2007, Kiev, Ukraine)

Representatives of the Communications Administrations of Azerbaijan, Belarus, Kazakhstan, Moldova, Russia, Ukraine, RCC Executive Committee and ITU area office in Moscow took part in the meeting.

The following questions were considered at the meeting:

* Progress in RCC CAs preparations for the ITU World Telecommunication Standardization Assembly (WTSA-2008) and their further interaction in coordination of common positions. The Commission decided to set up a Working Group on preparations for WTSA-2008 out of the RCC CAs and Executive Committee representatives. WTSA WG is charged jointly with the RCC Commissions on telecommunications, informatization, economy of communication and Telecommunication Operators Board to develop and submit to the regular meeting of the RCC Commission for International Cooperation Coordination a draft Plan of the RCC Communications Administrations preparations for WTSA-2008 for its consequent approval at the 38th session of the RCC Board. Draft decision on this question which will be submitted for approval by the 37th session of the RCC board has been prepared.

* Nomination of the candidatures from RCC CAs to the governance of the ITU Radiocommunication Assembly (RA-07, Geneva, 15-19 October 2007), ITU World Radiocommunication Conference (WRC-07, Geneva, 22 October-16 November 2007) proceedings, work of theses forums’ Committees/Commissions and to the governance of the Radiocommunication Sector Study Groups. It was decided to ask the RCC Commission on Regulation of Frequency Spectrum Use and EMC of Radioelectronic Facilities to prepare proposals for RCC nominees to the governance of the RA and WRC-07 proceedings in accordance with the Provisions on the procedure for nominating RCC CAs candidatures approved by the RCC Board Decision ¹ 34/6. To adopt a final decision on the RCC nominees before the 37th session of the RCC Board in Yurmala (Latvia) for the consequent approval by the RCC Board.

* Analysis of the RCC Communications Administrations joint preparations for PP-06 (Antalya, 6-24 November 2006), their further interaction in implementation of PP-06 decisions and preparations for PP-2010. The Commission asked RCC CAs to pay immediate attention to interaction within the Commonwealth framework in fulfillment of PP-06 decisions related to preparations for conferences, assemblies, ITU forums over the period 2008-2011 focusing attention on non-discriminating access to modern telecommunication facilities and services on the basis of advanced information and communication technologies, on safety at ICT use, Internet resources management and International communication Regulations.

It was considered expedient to continue with the practice of working out coordinated RCC CAs positions on the Conference agenda when preparing for and participating in the ITU Plenipotentiary Conference 2010 including ITU election campaign. RCC CAs were asked to make proposals for the draft Plan of joint preparations for PP-2010 for generalizing and discussing at the regular meeting of the RCC Commission for International Cooperation Coordination.

* Promotion of the RCC CAs projects implementation within the framework of the Doha Action Plan initiatives. Attention of the RCC Communications Administrations was drawn to stirring up work on execution of the requests to ITU for implementation of projects within the CIS regional initiatives of the Doha Action Plan of the ITU World Telecommunication Development Conference 2006.

* RCC CAs activities (elected countries) at the UPU and ITU governing bodies. It was considered expedient to continue with RCC CAs interaction in coordination of nominating RCC CAs candidatures for the ITU and UPU elective posts, for the posts of chairmen and vice-chairmen of the ITU Plenipotentiary Conferences, UPU Congresses, world and regional conferences and assemblies of ITU Sectors, committee/commissions of these forums; to governance of ITU and UPU working bodies pursuant to the Decision of the RCC Board of 19.10.05 ¹34/6.

In closing of the meeting the RCC Executive Committee was charged to specify venue and time of the regular meeting of the RCC Commission for International Cooperation Coordination and its agenda.


17th meeting of the RCC Commission for International Cooperation Coordination
(03 October 2006, Moscow, Russia)

In the meeting participated: representatives of Communications Administrations of Belarus, Russia, Uzbekistan, RCC Executive Committee and also ITU area representative in Moscow, altogether 11 persons.

The following matters were considered at the meeting:

• “RCC CAs interaction at the final stage of preparations for the ITU Plenipotentiary Conference (6-24 November 2006, Antalya, Turkey”) – participants of the meeting outlined necessary actions for working out RCC CAs coordinated positions during the Conference proceedings being guided by the agreed RCC Common Proposals and RCC Board Decisions.

• “Establishment at RCC of the communication regulators permanent body” - a decision of the Commission on the expediency of establishment of a regulators permanent body and on submission of a draft decision on its composition, leadership and lines of activities to the RCC Board.

• “Strategic lines of the Regional Commonwealth in the field of Communications activities” prepared by the RCC working bodies meeting in Moscow on 5 September 2006. This document with amendments and additions was submitted for presentation at the regular RCC Board session.

• “Candidatures for awarding RCC Certificate of Honour in connection with the 15th anniversary of the RCC establishment” – criteria for awarding the RCC Executive Committee representatives with RCC Certificate of Honour were determined.

At the end of the meeting a draft agenda of the 18th meeting of the RCC Commission for International Cooperation Coordination was agreed and the RCC Executive Committee was charged to determine venue and date of its conduct in April 2007.

14th Meeting of the RCC Commission for Coordination of the International Cooperation
(1 September 2005, Moscow, Russia)

Representatives of the Communications Administrations from: Belarus, Kazakhstan, Moldova, Russia, Ukraine and RCC Executive Committee have participated in the meeting, altogether 15 persons.

The following items were under consideration at the meeting:

• Interaction of the RCC CAs in preparations for the Regional Preparatory Meeting for the World Telecommunication Development Conference (WTDC-06, March 7-15, 2006, Doha, Qatar) and progress in preparations of the RCC CAs for the Conference.

• RCC CAs preparations for the ITU Plenipotentiary Conference (PC-06, November 6-24, 2006, Antalya, Turkey).

• Progress in preparations for the second phase of the World Summit on the Information Society (WSIS, 16-18 November 2005, Tunisia).

• Possibility of establishment within the RCC framework of a structure coordination activity of the regulation bodies in the field of communications.

• Report of the RCC Commission for International Cooperation Coordination

• Preparations for celebration of the 15th anniversary of the RCC establishment.

The participants were informed about the outcomes of the ITU Council 2005, on the experience of the RCC CAs work in the UPU working bodies.

16th Meeting of the RCC International Cooperation Coordination Commission (10 April 2006, Mingechevir, Azerbaijan)

Representatives of the Communications Administrations of Azerbaijan, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan and RCC Executive Committee, altogether 8 persons participated in the meeting.

The following issues were considered:

• The outcomes of the ITU World Telecommunication Development Conference (WTDC-06, 7 – 15 March 2006, Doha, Qatar). It was noticed that the RCC CAs intensively cooperated during the preparations for and at the Conference. 13 RCC common proposals were agreed during the Regional preparatory meeting in Moscow, 11-13 October 2005. In Doha the RCC held a number of working meetings to finalize the regional proposals. As a results from 11 regional programs 5 RCC regional initiatives were formed on the basis of the RCC common proposals. Those initiatives composed the Doha Action Plan along with the initiatives of other regions on an equal footing. Programs and projects within the global and regional initiatives will be financed by ITU-D in shares, i.e. if there is sponsorship from the interested countries. It is necessary to attract operators of the RCC CAs countries and other interested parties for realization of the initiatives.

• RCC CAs interaction when preparing for the ITU Plenipotentiary Conference (PP-06, 6-24 November 2006, Antalya, Turkey). The participants considered it expedient to continued consultations and exchange of opinions during the preparations for and at the Conference with the purpose to elaborate agreed positions.

• RCC CAs interaction when preparing for and during the 2nd session of the Regional Radioncommunication Conference for digital radio broadcasting (RRC-06, May 15 – June 16, 2006, Geneva, Switzerland). Taking into account the positive experience of the 1st RRC-04 session, the participants of the meeting consider it expedient to arrange the meeting of the RCC CAs representatives before the RRC-06 (prior 1-2 days) for final coordination of the positions, digital requirements and initial data and to hold timely meetings in order to solve the emerged problems.

• Implementation of the decisions of the World Summit on the Information Society (16 -18 November 2005, Tunisia). It was considered expedient when developing further RCC tasks in realization of the WSIS decisions to follow its final documents (Tunis Commitment and Tunis Agenda for the Information Society) on the basis of multilateral cooperation of all interested parties – states, private sector and civil society.

• Preparation of the Strategy lines for the RCC long-term activities”. Lines were supplemented by new tasks related to the communication and ICT development in according with the decisions of the World Summit on the Information Society (Geneva 2003, Tunisia 2005).

13th meeting of the RCC Commission for International Cooperation Coordination

(11 April 2005, Minsk, Belarus) The meeting was attended by the representatives of the Communications Administrations of: Belarus, Russia, Uzbekistan and RCC Executive Committee.
