Following a decision of the 37th session of the RCC Board (May 2007, Yurmala, Latvia) the preparations of the Common proposals the Commonwealth’s participants on the Congress agenda items presented mutual interest were carried out:

• UPU Acts improvement (UPU Constitution, Letter Post and Parcel Post Regulations, and Postal Payment Services Agreement);
• New system of terminal dues for the exchange of international mail, countries classification for calculations;
• Connection of quality of service level with terminal dues for the mail exchange
• Destiny of Quality of Service Fund and sphere for its application in future, etc.

As a result of the work performed 59 common proposals to the UPU General Regulations, UPU Constitution, Letter Post and Parcel Post Regulations and their final protocols were prepared.

According to the UPU procedure the said proposals were sent to the Congress consideration as the RCC CAs common proposals
