On 7-8 October 2008 in Alma-Aty a joint meeting of Section ¹1 “Quality of service of the international postal network” and Section ¹3 “Economic viability of the international postal network and cooperation with interested parties” was held.

The meeting was arranged according to the RCC Board Decision (¹39/1 of 24.09.2008, Ashkhabad, Turkmenistan) on coordination of the RCC participants interaction and positions on the UPU communications administrations proposals for the Letter Post, Parcel Post, Postal financial services Regulations and their final protocols.

Representatives from seven RCC Communications Administrations have participated in the meeting.

The Congress approved the UPU Council of Administration decision according to which Russia was appointed Vice-Chairman of the Congress, Ukraine - Chairman of the Committee 8 “Development cooperation”, Azerbaijan – Vice-Chairman of Committee 1 “Credential Committee”, Kazakhstan - Vice-Chairman of Committee 6 “Postal payment services”.

218 proposals for the UPU regulating documents improvement came to the 24th UPU Congress address from the UPU member countries submitted for the Postal Operations Council consideration were studied. Common positions of the RCC participants on the proposals submitted were agreed. RCC participants’ countries elected into the UPU permanent bodies – the Azerbaijan Republic and Russian Federation – were charged to maintain the common positions at the POC session to be held from 29 October to 11 November 2008. All the RCC participants’ countries to take part in this session were recommended to hold joint consultation to coordinate positions operatively.

At the POC session 44 common proposals from RCC participants to the 24th UPU Congress address are to be considered.

At the joint meeting of the RCC POB sections the discussion on the UPU POC Committee “Parcels” activity was held.

It was strongly recommended to the RCC participants’ countries elected into the UPU permanent bodies – Azerbaijan, Kazakhstan, Russia and Ukraine – to assign their representatives to the UPU POC and CA Committees and Working Groups with a view to maintain the RCC participants common interests on the international level.




Regional Commonwealth in the field of Communications: unity of decisions and actions.On 12 August 2008 in Geneva (Switzerland) the 24th UPU Congress finished its work.

In the period from 23 July to 12 August, Geneva, Switzerland, the 24th UPU Congress was held. 183 countries, 37 international organizations took part in the Congress. The total number of Congress participants was more than 3000, including the delegations of the RCC participants’ countries - Azerbaijan, Armenia, Belarus, Bulgaria, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Slovenia, Tajikistan, Uzbekistan, Ukraine, Finland, Estonia.

At the ceremony of official opening the greeting of the UN Secretary General Ban Ki-moon was read out. His Excellency Musalia Mudavadi, Deputy Prime Minister of the Republic of Kenya and Dr. Hans Werder, Secretary General of the Swiss Federal Department of the Environment, Transport, Energy and Communications welcomed the participants at the opening ceremony. The Chairman of the Board of the RCC CAs Heads Minister of Telecom and Mass Communications of the Russian Federation Igor O. Schegolev, addressed the participants with a speech of welcome. He noted two main tendencies determining today the parameters of the universal postal industry development: globalization and dramatic increase of competition. In this connection coordinated actions within the general plan for all postal community members for 2009-2012 are especially important for national postal services adaptation to changing social and economic conditions and steady future progress. “Nairobi Postal Strategy developed by the UPU Strategy Planning Group chaired by Russia may be a basis for such action plan”, - noted I.O.Schegolev.

The Congress approved the UPU Council of Administration decision according to which Russia was appointed Vice-Chairman of the Congress, Ukraine - Chairman of the Committee 8 “Development cooperation”, Azerbaijan – Vice-Chairman of Committee 1 “Credential Committee”, Kazakhstan - Vice-Chairman of Committee 6 “Postal payment services”.

At the Congress meetings the participants discussed and approved reports on the activities of the UPU managerial bodies – Council of Administration (CA), Postal Operations Council (POC) and UPU International Bureau (IB), reports of the High Level Group and Consultative Committee, implementation of the Bucharest World Postal Strategy.

An important decision of a Congress was adoption of a new terminal dues system for postal traffic which is on the whole corresponds to the RCC participants’ countries interests and provides further development of the UPU Quality of Service Fund (QSF).

More than 600 proposals for amendment of the UPU Acts including a tenth from the RCC participants’ countries were submitted to the Congress. The majority of the RCC CAs proposals were adopted by the Congress participants.

The RCC participants took active part in the Congress proceedings: Deputy Minister, Director of the State Department of Communications and Informatization O.P. Prozhyvalskyi, Chairman of JSC “Kazpost” D.T. Moldagaliev, Director General of FSUE “Russian Post” A.I.Kazmin made presentations at the Congress plenary sessions.

Within the framework of the Congress Memorandum of understanding between the Regional Commonwealth in the field of Communications (RCC) and Postal Union of the Americas, Spain and Portugal (PUASP) was signed by the RCC Executive Committee Director General Mr. N.Mukhitdinov and – by the PUASP Secretary General - Ms. S. Bassini Casco. The document laid the foundation for cooperation of the restricted organizations on the priority postal development directions via exchange of information, operational experience and coordination of positions on the issues of mutual interest.

During the Congress the working meetings between RCC and restricted unions PAPU and CEPT were held. The Congress agenda items of common interests were discussed and ways of future interaction were planned.

At one of the Committees meeting Ukraine was awarded a UPU Certificate - level A (gold) in management of international postal service quality.

Within the Congress framework the meeting of EMS Cooperative that comprises operators from 147 countries was held. Azerbaijan was awarded a Gold Level quality certificate and work of Russia in providing good services for customers was specially mentioned.

Mr. Edouard Dayan was reelected to the post of the head of the UPU International Bureau, Mr. Guozhong Huang was reelected to the post of the Deputy Director General of the UPU IB.

Into a new composition of the UPU Council of Administration from Eastern Europe and Northern Asia Group entered Azerbaijan, Kazakhstan, Russia and Ukraine, to the Postal Operations Council - Azerbaijan and Russia. This election will allow the Commonwealth’ countries to influence decisions formation and adoption on UPU key matters.

Kenya was elected the Chairman of the Council of Administration. Greece - the Chairman of the Postal Operations Council.

At the 24th UPU Congress Nairobi Postal Strategy a basic document determining main goals and principles for global postal community development for the next four years was? discussed and adopted.

After signing the UPU Acts the Congress finished its work. Quatar was elected the country to host the next 25th UPU Congress.




Within the framework of cooperation between RCC and Pan African Postal Union (PAPU) the RCC Executive Committee Director General N.N.Mukhitdinov took part in the 7th Plenipotentiary PAPU Conference that was held on 28-29 June 2008, Cairo, Egypt.

Within the Conference highly topical agenda the urgent for Africa region issues related to the 24th UPU Congress preparations were considered. The decisions on the current and future activity of the Union were adopted.

At the Plenipotentiary Conference the PAPU Secretary General was elected. Ms. Rodah Masaviru, a Kenyan representative, took the PAPU Secretary General office. The RCC Executive Committee Director General had a meeting with Ms.Masaviru and discussed further mutually beneficial cooperation between RCC and PAPU including preparations for large international postal forums.



On 10-11 June 2008 in Yerevan (Republic of Armenia) the International seminar for the Regional Commonwealth Communications Administrations’ experts “Postal marketing development as an instrument of access to knowledge and experience” was carried out.

The seminar was organized by the RCC Executive Committee, UPU International Bureau jointly with the Communications Administration of the Republic of Armenia.

Directors General of national postal operators, their deputies, heads of structural divisions, officers of ministries/agencies dealing with postal issues, leading specialists from communications administrations took part in the seminar, altogether 55 people.

Achievements of postal industry and predicted tendencies of future development, matters of postal market situation and its development understanding, of marketing as an instrument for ensuring postal business development, of economic evaluation of postal network development and others were discussed in the course of the seminar.

A proposal was made to establish a Benchmarking Club for studying and evaluation of the postal operators rating.

A number of the questions of the forthcoming 24th UPU Congress was considered at the seminar, proposals of some countries for improvement of system of terminal dues for international postal traffic and impact of this system on the postal enterprises economy were discussed.

Participants have agreed about the necessity of further interaction within RCC on the issues of postal communication improvement under the conditions of growing competition and customers requirements for the quality of service.

The seminar was highly appreciated by the participants.



The CA session took place on 4 - 8 February, Bern (Switzerland).

This was the last CA session before the 24th UPU Congress. The RCC CAs of Azerbaijan, Belarus, Kazakhstan, Russia, Ukraine and RCC EC participated in the session.

Reports of the Postal Operations Council, Consultative Committee, CA Committees and their Working Groups were listened. The discussion and follow-up decisions and adoption of the draft resolutions on the reports took place.

Broad discussion was held on the Bucharest World Postal Strategy implementation, draft Nairobi Postal Strategy, new Terminal Dues system, new structure of CA and POC, “Cost accounting” program implementation, abroad points of exchange, preparations for the 24th UPU Congress, etc.

The progress in preparations for the 24th UPU Congress was discussed. The participants of the CA expressed their anxiety about instability in Kenya. As according to the UN classification of the level of danger in Kenya is 2 and in some regions – 3 points the decision to change the Congress venue was adopted. Due to the limited time left before the Congress and taking into account that not a country wished to host the Congress, the UPU International Bureau, in accordance with item 101, § 4 and § 6 of the UPU General Regulations proposed to hold the 24th UPU Congress in Geneva (Switzerland) in the period of 20 July – 13 August 2008 (instead of 13 August – 03 September). Kenya remains the Chairman of the Congress and Council of Administration.

In accordance with item 4, § 2 of Rules of Procedure of Congresses, the Kyrgyz Republic was chosen by lot as the country to take place in front of the Chairman’s tribune during the Congress’s and Committees’ sessions.

During the UPU CA session the signing of the Agreement on interaction between the Regional Commonwealth in the field of Communications (RCC) and Pan African Postal Union (PAPU) took place. Parties agreed on joint activity within their remits on proposals discussing for the 24th UPU Congress regulating documents, on exchanging positions and opinions on the decisions to be adopted at the final stage of preparations and during the Congress. The agreement was also achieved on possibility of participation of the RCC participants in the workshop on postal security to be arranged in April (7-10) 2008 in Comoros for PAPU member countries.

Cooperation matters between the Regional Commonwealth in the field of Communications (RCC) and Postal Union of the Americas, Spain and Portugal (PUASP) were discussed. Common interests for both unions are: postal regulators development, postal modernization, electronic money order exchange. An agreement on interaction during the preparations for and during the 24th UPU Congress as well as on signing Memorandum of understanding between RCC and PUASP at the Congress was archived.



On 18 January in Chisinau (Republic of Moldova) a joint 26th/15th meeting of the RCC Postal Commission and RCC Postal Operators Board took place.

42 participants from 11 RCC communications administrations, RCC EC and UPU IB and a guest from Lietuvos Pastas took part in the meeting.

Preparations of the RCC Communications Administrations for the 24th UPU Congress, RCC CAs experience in personnel motivation for nomenclature and quality of services development, proposals for RCC CAs financial participation in the UPU distance learning system (Trainpost), list of questions to be considered at the RCC Board session, etc were discussed at the meeting.

Among the questions within the progress of the RCC CAs preparations for the 24th UPU Congress the common proposals of the RCC participants were considered and adopted to the 24th UPU Congress for UPU regulations. 59 proposals were adopted to the UPU General Regulations, UPU Convention, Letter Post Regulations, Parcel Post Regulations the their Final Protocols).






On 16-17 January 2008 in Chisinau (Republic of Moldova) the international workshop for the RCC CAs specialists “Economic viability of postal network” took place.

The workshop was arranged by the RCC Executive Committee, UPU International Bureau jointly with the Communications Administration of the Republic of Moldova.

The workshop was attended by 65 participants: national postal operators directors and their deputies, heads of divisions, employees of Ministries/Agencies being in charge of postal issues, leading specialists from 13 communications administration.

The questions of postal sector contribution to economic and social development of a country (education, health care, transport, house building, etc.), postal environment and necessity to go ahead, ensuring financial and economic state for the national postal operator under the conditions of market relations and universal services obligations were discussed at the workshop.

A number of agenda items of the forthcoming 24th UPU Congress concerning the improvement of economic relations between the postal services of UPU members were under consideration. Proposed Global Terminal Dues System for the international postal exchange and its impact on the postal enterprises economy were discussed.






On 27 and 28 November 2007 in Moscow the workshop of postal security for the RCC CAs representatives and meeting of the RCC Acting Group on Postal Security (RCC AGPS) were held.

The workshop was organized by FSUE “Russian Post” and RCC EC.

Heads of postal security services from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Uzbekistan, Ukraine, UPU IB representatives and RCC EC took part in the workshop. Heads of Postal security services from Poland and Denmark delivered information at the workshop.

The discussion of topical questions: ensuring personnel and postal objects security, protection of postal enterprise incomes, struggle against using postal channels for transportation weapons, explosive and biological contaminants, ensuring postal items safety was held.

The workshop approved the community of problems emerged in the work of postal sector of the RCC participants in the field of postal security and necessity of the RCC participants’ joint actions in struggle against their displays.

At the meeting of the RCC AGPS the following questions were considered:

  1. Countering action to using postal communication for legalization of illegal money transfer and terrorism support.
  2. Requirements of Aviation Security.
  3. Ensuring mail safety in transit airports.

Upon the results of discussion the participants have agreed on joint actions on the indicated questions and approved the plan of joint checks on ensuring security on international mail delivery routes, development and mutual exchange of methodological materials on postal security. The leaders of the RCC Postal Services have agreed on exchange of mutual operative information about malefactions at posts and receiving of international postal items with signs of loss and stealage.

Upon the results of the meeting in Moscow the Memorandum on the forms of the RCC participants’ postal security departments interaction was signed.






On 22-23 November 2007 in Paris (France) the workshop “Personnel motivation for postal sector working under the modern conditions” for the RCC CAs representatives was held. The workshop was organized by La Poste (Post of France), UPU IB and RCC EC.

Postal services and authorities leaders of the RCC participants, specialists of postal personnel, UPU IB and RCC EC representatives, 30 persons in number attended the workshop.

During the workshop the participants got themselves familiarized with La Poste’s activity in searching, positioning and training personnel under the conditions of postal changing.

The information on realization of various programs aimed at personnel potential improvement under the conditions of growing customers’ requirements to the quality and range of communication services, technological and technologic progresses, market liberalization, globalization and severe competition.

Representatives of La Poste shared their experience in employees motivation, ensuring their professional advancement, creation of new posts.

In conclusion the RCC CAs representatives informed about their postal services activity in the field of consideration.

According to the opinion of the participants the workshop was a success and provided various sufficient information that is necessary for future personnel policy formation.

The meeting of section ¹ 1 of the RCC Postal Operators Board “Quality of international postal network” was held after the workshop. The outcomes of the UPU Council of Administration session (22 October – 9 November 2007, Bern, Switzerland) were considered at the meeting. A special attention was focused on the agenda items of the 24th UPU Congress (13 August – 3 September 2008, Nairobi, Kenya). Among the questions of consideration were:

  1. Improvement of the Terminal dues system for the postal exchange, countries classification.
  2. Preparation of the RCC CAs joint proposals for UPU Acts improvement.
  3. Forthcoming election to the UPU Council of Administration and Postal Operations Council and etc.

The agreements on interaction on the questions of consideration were achieved.



20 September 2007 in Minsk (Belarus) a joint meeting of the RCC Postal Commission (25th meeting) and Postal Operators Board (14th meeting) was held.

A set of questions of the RCC participants’ mutual interest was considered at the meeting.

After the discussion the RCC CAs representatives approved the plan of the Commonwealth’s preparations and participation in the 24th UPU Congress (13 August – 3 September 2008, Nairobi, Kenya) proceedings, determined the order of development, introduction and submission to the Congress of common proposals on the agenda items, agreed on the terms and executors of this work.

The participants took into consideration the notice of the CAs of Belarus, Kazakhstan, Russia and Ukraine about their intension to nominate to the UPU elective bodies: Council of Administration and Postal Operations Council.

In order of preparation for the 38th RCC Board session the following issues were considered at the meeting:

  • Integration of the information systems of the RCC CAs’ postal operators in the interests of customers;
  • The RCC CAs experience in certification of the Postal Services quality control.

The RCC Commission and POB adopted “Main directions of the RCC postal sector development up to 2012” and recommended to the RCC participants’ Postal Services, RCC working bodies and RCC Executive Committee go by this document.

At the meeting the consideration of the UPU IB Regional Development Plan for Europe and CIS took place. The participants supported the UPU IB idea of suchlike Plan development with account of the proposals and remarks received from administrations.

The RCC CAs representatives listened to the reports of the RCC POB Section ¹2 “Unification and integration of postal information technologies” and Section ¹3 “Economic viability of the international postal network and cooperation with interested parties” for the past period and adopted the working plans of the Sections for 2007-2008.


On 18-19 September 2007 in Minsk (Belarus) the international workshop for the RCC CAs experts “Postal Reform and Network Development” was held.

The workshop was attended by the experts from 12 RCC CAs, heads from RUE “Belpost” regional branches, UPU IB and RCC EC representatives, in general 60 persons.

The consultants at the workshop were the experts from RCC CAs, Posts of Switzerland, the Netherlands and China.

The workshop was headed by the Chairman of the RCC Postal Communication, Deputy Minister of Communication and Informatization of the Republic of Belarus, Mrs. Nina Gavrilova.

The following questions were discussed at the workshop:

  • Postal service in economical and social progress of a country.
  • Evolution in the postal sector legislation and regulation.
  • Today and tomorrow of postal network.
  • Comprehensive approach to the reforms – the basis for further postal development in the country.
  • Plan of the RCC participants’ Regional Postal Development, its objects and expectations.

Besides, the key questions of the forthcoming 24th UPU Congress (13.08 – 03.09.2008), their role and importance: global system of terminal dues, its transformation and expectations for the world postal network, etc. were considered at the workshop.

In the end of the workshop the Roundtable “Future postal development” was held, where the agreements about joint actions of the RCC participants for the prospects were concluded.


Over the period of 19 - 21 June 2007 in St.-Petersburg (Russia) the Strategic Forum “Pochtovaya Troika - 2007” was held. Forum was organized by the Communications Administration of Russia with participation of the RCC Executive Committee.

Heads of Communications Administrations, representatives of national postal operators, manufactures of postal equipment, scientific and financial institutions, businessmen from 26 countries, delegations of the UPU IB headed by Director General Mr. Edouard Dayan, PostEurop headed by Secretary General Mr. Ingemar Persson, RCC Executive Committee headed by Director General Mr. Nurudin Mukhitdinov took part in the Forum proceedings.

At the Forum the RCC was presented by the delegations of the Communications Administrations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Slovenia, Ukraine, Estonia. Forum gathered 300 participants.

The Forum was presided by: the Director General of the FSUE “Russian Post”, Chairman of the UPU Strategic Planning Group Mr. Igor Syrtsov, the UPU International Bureau Director General Mr. Edouard Dayan, the RCC Executive Committee Director General Mr. Nurudin Mukhitdinov.

Forum was dedicated to the future postal sector development, Draft Nairobi Postal Strategy preparation.

Broad discussion on social and commercial aspects of postal operators activity, universal postal services, financial and postal and banking services, issues of quality and reliability of services provided was held.

The exhibition of postal technologies was displayed during the Forum where new equipment for postal offices, proposals for their automation and services quality improvement were demonstrated.

In the course of the Forum the RCC Conference “Future Postal Development” took place with the aim to discuss the main lines of the RCC participants’ postal development and the priorities of their interaction up to 2012.

At the Conference the CAs of Moldova, Azerbaijan, Russia, Belarus made their presentations on the progress of the Bucharest Postal Strategy implementation. Heads of national postal operators from Kazakhstan, Belarus, Ukraine and Russia delivered their views on the future postal development of the RCC participants and priorities of their interaction.

Proposals for the RCC participants postal sector future development were taken into consideration.

When discussing general outcomes of the Forum “Pochtovaya Troika – 2007” the participants noted that the slogan “Looking into the Future” has proved its name as it gave the possibility to look into new opportunities for postal operators and their future development plans.

During the Strategic Forum “Pochtovaya Troika – 2007” the signing of the Memorandum of Understanding between the Regional Commonwealth in the field of Communications (RCC) and Association of European Public Postal Operators (PostEurop) for 2007-2010 took place.

The Memorandum was signed by the Director General of the RCC Executive Committee Mr. Nurudin N. Mukhitdinov and PostEurop Secretary General Mr. Ingemar Persson.

Representatives of RCC and PostEurop, as well as the other invited persons took part in the ceremony of signing.

RCC è PostEurop acting as regional organizations and having signed the Memorandum lay the foundations for broad cooperation between the said organizations on priority lines of postal communication development in both regions through exchange of information and experience, coordination of their positions on the questions of mutual interest.

On 19 April 2007 in Kiev (Ukraine) joint meeting of the RCC Postal Commission (24th ) and RCC Postal Operators Board (13th) was held.

The meeting was attended by the heads of Ministries/Agencies Departments, Directors General and leading specialists from postal services of the RCC participants altogether 50 representatives.

The RCC CAs preparations for the 24th UPU Congress (13 August – 3 September 2008, Nairobi, Kenya) were among the questions of the meeting. The agreement was achieved on the necessity, terms and contents of the RCC participants Common proposals which have to be prepared in the given period and submitted to the Congress consideration: on the improvement of the UPU regulations, on the system of settlements between postal operators for the international traffic, on the UPU activity improvement, etc. The RCC Common proposals have to ensure the protection of national interests of RCC members on the international level.

The participants have discussed the progress in preparation of the Strategy Forum “Pochtovaya Troika – 2007” and RCC Conference “Future Postal Development” (19-21 June 2007, St.-Petersburg, Russia) which are the preparatory step for the UPU Congress. Upon the RCC Conference results the Strategy lines of the RCC participants postal communication development and priorities of their cooperation up to 2012 will be adopted. The deadline for the document preparation and its executives are determined at the meeting.

Some principle decisions were adopted at the meeting. The monitoring system of the international registered items transportation between the RCC participants countries was set up on the constant basis. Operators from Belarus, Russia and Ukraine joined the monitoring system. The enterprises of other RCC CAs will join the international monitoring as soon as their national systems are ready. In the interests of posters the information on postal indexes of the settlements of the Commonwealth’s participants countries will be presented on the RCC CAs national operators websites.

Upon the discussion the decision on the necessity of agreements conclusion between the postal enterprises of the RCC members on the quality standards for the international postal service was adopted and draft model agreement was approved.

The exchange of the RCC CAs experience on the investments attraction for postal communication development was held at the meeting. The discussion showed that priority directions of the RCC CAs investment policy in the postal communication are modernization and re-equipment of postal communication network, construction and reconstruction of the objects, raising automation technological processing level at the postal enterprises, introduction of new information technologies.


On 17-18 April 2007 in Kiev (Ukraine) the International workshop “Quality and efficiency of postal communication” was held.

The workshop was arranged by the RCC Executive Committee and Communications Administration of Ukraine within the financial and technical support of UPU IB.

The workshop was attended by the officials from ministries/agencies, postal services directors, leading postal communication specialists of the RCC participants, altogether 80 specialists.

At the workshop the specialists from the RCC CAs, Posts of Slovakia, Sweden, Switzerland and Finland made their presentations. Secretary General of Pan-African Postal Union took part in the workshop and presented some information.

The information on the work in field of postal services quality carried out in the RCC CAs and in the far-aboard countries was presented. The character and efficiency of the reforms carried out now in the postal sector of the Commonwealth’s participants, traditional and new services development were discussed.

The influence of ICTs introduction and improvement of the logistics systems on the quality of services provided were considered. The specialists got the opportunity to familiarize with the experience of introduction and functioning in some RCC CAs of the management system of postal communication quality, training personnel for postal enterprises under the current conditions.

In conclusion of the workshop the Roundtable meeting was held where the problems of monitoring postal items transportation both within the countries and in the international exchange were discussed. The participants have agreed on the necessity of the further cooperation within the RCC on the questions of postal communication improvement under the condition of growing competition and clients’ quality requirements.


On 13-14 March 2007 in Moscow (Russian Federation) joint meeting of Postal Operators Board Section ¹1 “Quality of International Postal Network Service” and Section ¹2 “Unification and Integration of Postal Information Technologies” was held.

30 representatives of postal operators from Belarus, Kazakhstan, Moldova, Russia, Uzbekistan, Ukraine and RCC Executive Committee have participated in the meeting.

The following questions were considered:

• Progress in preparations of the RCC participants for the mutual exchange of e-data on registered international traffic. Upon the discussion the participants have approved the Regulation of data exchange between the information systems of the Commonwealth’s participants based on the FSUE “Russian Post” server. Thanks to the readiness of the information systems of CAs of Belarus, Russia and Ukraine the date of pilot information exchange was set:

- between the FSUE “Russian Post” USEPC “Ukrposhta” beginning from 19.03.2007;

- between the FSUE “Russian Post”, USEPC “Ukrposhta” and RUE “Belpost” beginning from 26.03.2007.

Other RCC CAs will join the exchange as soon as their information systems are available.

The results of testing will be submitted to the RCC Postal Operators Board (19 April 2007, Kiev, Ukraine). At the meeting they plan to consider the launch of the system of data exchange on the international postal traffic within the RCC framework and conclusion of an appropriate agreement among the participants.

• Information exchange on the reclamations between the RCC CAs. Upon the discussion the draft document “Standard on reclamations information exchange in postal communication between the RCC participants”. After the document finalization upon the remarks to be emerged during the discussion the document will be submitted to the RCC Postal Operators Board approval and further decision about the launch of the exchange system in the RCC participants territory.

• Creation of the referenced data list for the exchange between the Commonwealth’s CAs. It was decided to include into the of referenced data list the indexes data base of the RCC participants’ countries, information exchange format was adopted. FSUE “Russian Post” was charged to prepare the draft regulation on exchange and update the index bases and submit the document for the RCC Postal Operators Board approval (19 September 2007).


From 14 to 16 November 2006 in Dubai (UAE) the UPU Strategy Conference was held. It is the third high level meeting organized by UPU in the period between the Congresses.

  (in Bucharest, 2004 and in Nairobi, 2008).

The purpose of the Conference was to give the opportunity to the ministers and high representatives of the government responsible for postal services and also the heads of postal enterprises and representatives of other countries interested in the postal sector work to have a discussion on a possible strategy of the world postal sector activity up to 2012.

The conference was attended by close to 800 delegates from 122 countries including CAs of Belarus, Kazakhstan, Latvia, Moldova, Russia, Uzbekistan, Ukraine and RCC Executive Committee.

The following themes were considered at the Conference: postal sector and information society, main problems of industry, postal network development, new players on the market, ensuring steady development of postal sector, management and regulation, regional approaches to global tasks, UPU future role.

From the discussions held during the Conference it may be concluded that future of the posts is depended on the further development of communication services in the interest of population and business-partners, sharp improvement of quality of service, efficient operation of all postal structures.

The results of the Conference and tasks of the RCC participants in order to ensure realization of its outcomes will be discussed at the 36th RCC Board session (12 – 13 December 2006, Moscow).


Joint meeting of the RCC Postal Commission (23rd meeting) and Postal Operators Board (12th meeting).

  (14 September 2006, Baku, Azerbaijan Republic)

Heads of the subdivisions of Ministries/Agencies, Directors General and leading specialists of Postal Department of the Communications Administrations of Azerbaijan, Belarus, Georgia, Kazakhstan, Latvia, Russia, Uzbekistan, Ukraine as well as the RCC Executive Committee, altogether 40 people took part in the meeting.

11 questions were considered at the meeting including:

• RCC Communications Administrations contribution to realization of the UPU 23rd Congress decisions on postal development in the contemporary society. The Commission and Board of Operators noted activity of RCC CAs in implementation of “Measures on RCC Communications Administrations interaction in realization of the UPU 23rd Congress decisions (Bucharest, 2004) for 2005-2008” and charged the Chairmen of these working bodies to make reports on this question at the 36th session of the RCC Board.

• Preparations of the RCC Communications Administrations for the UPU World Strategic Conference 2006 on future postal sector development (14-16 November 2006, Dubai, United Arab Emirates). A decision to prepare and to generalize RCC CAs joint proposals for the priorities of the future postal development in the Commonwealth region and to send them to UPU IB for taking into account when preparing Conference final documents was adopted.

• RCC CAs preparations for the UPU Council of Administration meeting (19-20 October 2006, Bern). The following decision was adopted: Communications Administrations which are not members of the Administrative Council and are not planning their participation in the meeting proceedings are to send to the RCC Executive Committee concrete proposals for the items of the meeting agenda for handing over to the RCC participants, UPU Council of Administration members with a view to upholding common positions. Members of the UPU Council of Administration are to inform the RCC participants through RCC EC about the results of their work at the UPU CA meeting.

• RCC CAs preparations for the 15th anniversary of the RCC establishment (December 2006). RCC CAs representatives confirmed that RCC CAs obligations on the RCC 15th anniversary regarding postal communication will be timely fulfilled (issue of stamped products and formation of 70 stamp albums for presents). Participants approved the article “RCC – 15 years” for publication in the UPU magazine “Postal Union” and charged the RCC Executive Committee to send in to UPU IB for publication. RCC CAs representatives approved draft Strategic lines of the RCC activities for approval at the 36th session of the RCC Board and asked to take into account in this draft additions on postal issues.

• RCC CAs preparations for the 24th UPU Congress (13 August – 3 September 2008, Nairobi, Kenya). RCC Commission and Postal Operators Board decided to begin the work on preparations for the 24th UPU Congress and charged:

1. Section ¹ 1 of the RCC POB to coordinate the RCC CAs Postal Services work as regards preparation of the RCC participants’ common proposals for making amendments and additions to the UPU Acts;

2. Section ¹ 3 of the RCC POB to head the work on shaping RCC CAs positions on the terminal dues system.

• Regional conference “Future development of post” (2007, Kazakhstan). RCC Postal Commission and Postal Operators Board commissioned the RCC POB Chairman to speak at the 36th session of the RCC Board (December 2006, Moscow) on behalf of the said working bodies with a proposal to discuss the question of future development of RCC CAs post during the Forum “Pochtovaya Troika” which will be organized by RF CA in St.-Petersburg in 2007.

• Outcomes of the international workshop for the RCC CAs experts “Raising human resources potential for postal communication under current conditions”. In the course of discussion a decision on the expediency of the RCC participants joining the system of distance training of the UPU members’ specialists was adopted. Participants of the meeting accepted with gratitude the proposal of Kazpochta about assuming the functions of a base enterprise for organizing training in the Commonwealth region through the UPU training system.

The regular meeting of the RCC Postal Commission and Postal Operators Board is planned for April 2007 in Kiev (Ukraine).


Meeting of the Section ¹ 2 of the RCC Postal Operators Board “Unification and integration of postal information technologies”

  (13 September 2006, Baku, Azerbaijan Republic)

The meeting was chaired by the Chairman of the Section Alexei V. Kusmin, acting Director General of “Post of Russia”.

In the meeting representatives of CAs of Azerbaijan, Belarus, Georgia, Kazakhstan, Latvia, Moldova, Russia, Uzbekistan, Ukraine and RCC Executive Committee participated. Altogether 20 people attended the meeting.

The main item of the agenda concerned the working out of RCC CAs proposals for unification of postal technologies used by Communications Administration of the Commonwealth participants when providing postal services. At present the topical issue is ensuring monitoring of postal items transmission in the interstate postal traffic. For this it is necessary to provide border joining of the existing national system of transmission control for the RCC participants’ postal items.

Section ¹ 2 adopted a decision on in-depth study of the existing national monitoring systems for working out concrete proposals for ensuring their joining. Study and preparation of proposals for the stated theme will be carried out jointly with the participants of Section ¹ 1 of RCC POB “Quality of Service of International Network”.

A working group for organization of study and preparation of proposals was formed of specialists from Belarus, Kazakhstan, Russia and Ukraine.

It is planned to discuss prepared by the working group proposals on 21 November 2006 in Minsk at the joint meeting of Sections ¹ 1 and ¹ 2 of RCC POB.


International workshop for the RCC CAs experts on “Raising human resources potential for postal communication under current conditions”.

  (12-13 September 2006, Baku, Azerbaijan Republic)

The workshop was organized by the RCC Executive Committee and Communications Administration of the Republic of Azerbaijan with the financial and technical support of the UPU International Bureau.

In the workshop participated Directors General, Deputies Director General of postal departments, heads of structural personnel subdivisions of the Communications Administrations of Azerbaijan, Belarus, Georgia, Kazakhstan, Latvia, Moldova, Russia, Uzbekistan, Ukraine and Estonia as well as representatives of UPU IB and RCC EC. Total number of the workshop participants made about 60 persons.

Representatives of RCC CAs, specialists of the UPU International Bureau, Postal Service of India and RCC EC were consultants at the workshop.

In the course of the workshop the problems connected with personnel policy at the postal enterprises, organization of corporate training systems, personnel motivations were discussed.

These issues were considered in connection with changes taking place in the postal world: growing demand for traditional and new communication services, development of market relations, growing requirements for quality of service.

UPU concept of work with human resources and its constituent part – system of personnel distance training was considered at the workshop. In conclusion of the workshop the roundtable was carried out where participants noted the similarity of problems of RCC CAs in the sphere of work with personnel: lack of qualified specialists, difficulties in training client-oriented personnel, retention of highly qualified employees when level of their pay in a number of RCC participants’ countries is behind the average level in their national economies.

Participants of the workshop spoke about the expediency of RCC CAs joining the UPU distance training system in addition to already existing in the RCC participants’ countries training system. RCC CAs representatives agreed about future interaction in the questions under discussion within RCC.

The workshop was highly estimated by the participants.


International Seminar for the RCC Cas secialists“Development of Markets and Postal Services”

  (19-20 April 2006, Riga, Republic of Latvia)

Seminar was organized by the RCC Executive Committee and Communications Administration of the Republic of Latvia with financial and technical support of the UPU International Bureau.

Representatives from 10 Communications Administrations of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine, Estonia as well as the representatives from UPU IB and RCC Executive Committee participated in the seminar, in general 60 participants.

Consultants of the seminar along with the representatives form the RCC CAs were the specialists from Postal Services of Denmark, Finland and Slovakia.

The discussions at the seminar were focused on the issues of postal policy realization at the current stage, globalization and liberalization impact on the postal services market development. Participants shared their experience in postal network modernization, ICT application for new services introduction and building-up traditional ones, widening their spectrum and volumes.

Participants got the information on the matters of QoS improvement, technical solutions for monitoring of the international and domestic postal transmission.

At the seminar the RCC CAs representatives agreed on the main directions of cooperation for the future regarding postal markets and services development.

Seminar got high appraisal of its participants, the RCC CAs representatives.


International seminar for the RCC CAs specialists “Cost accounting for postal services”.

  (16-17 May 2006, Minsk, Republic of Belarus)

The RCC Executive Committee and Communications Administration of the Republic of Belarus were organizers of the seminar with financial and technical support of the UPU International Bureau. Representatives from 13 RCC Communications Administrations of: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine as well as the UPU IB and RCC Executive Committee representatives, altogether 80 participants.

Representatives of the CAs of Azerbaijan, Belarus, Kazakhstan, Latvia, Russia, Uzbekistan and Ukraine made their reports at the seminar. The Head of the Program of analytical accounting from UPU IB participated in the seminar and made a report.

Participants shared the information on the state of work in the RCC CAs Postal Services on cost accounting for postal services, its targets, objects and principles, interrelation between the results of cost accounting and pricing for the services, setting economically based tariffs with the aim to enter according to the 23rd UPU Congress decisions (2004, Bucharest) into the terminal dues system for the international postal traffic.

Listeners were presented with the cost accounting methods used in the RCC CAs, information on the current problems of cost determination for communication services provided and ways of their solving.

The RCC CAs representatives exchanged their experience in financial management establishment at their enterprises as the basis for further postal development in their countries, in universal services development and ways of cost compensation.

The information on the economical efficiency of joining the terminal dues payment system by some Communications Administrations depending on the quality level of the services provided and necessity of further improvement of Postal Services operation in this field was presented at the seminar.

In conclusion the Round table was arranged where the participants noted that despite some differences in social and economical conditions of the RCC participants’ countries in the field of management and cost accounting arrangement there is some similarity in positions of the Commonwealth’s CAs which helps to arrange cooperation to achieve an efficient result.

Participants agreed about interaction on the problems under consideration.

The seminar got high estimate of the participants.


Meeting of Section ¹3 of the Postal Operators Board “Economical viability of the international postal network and cooperation with interested persons”.

  (17 May 2006, Minsk, Republic of Belarus)

The meeting was presided by two co-chairmen of the Section: Ms. Olga G. Kochetova, Head of the Centre of International Settlements of RUE “Belpochta” (CA of Belarus) and Mr. Sergey Yu. Derevyagin, Head of the Department, FSUE “Russian Post” (CA of Russia).

Representatives of the CAs of Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine and RCC Executive Committee took part in the meeting, altogether – 32 participants.

The following questions were considered at the meeting:

• Terminal dues system: current problems, tendencies for further development, review of the materials prepared by the UPU Project Team “Terminal dues”.

• Connection between quality of service and terminal dues.

• The state of delivery standards implementationfor incoming parcels: problems and their solutions.

• Outcomes of the international seminar for the RCC CAs specialists “Cost accounting for postal services” (16-17 May 2006, Minsk).

Upon the results of the discussion the Section was charged:

• To develop the measures which are necessary to be taken by the RCC Communications Administration in the period of 2006-2008 on the problems of consideration.

• Proposals for measures have to be submitted at the regular joint meeting of the RCC Postal Commission and RCC Postal Operators Board (September 2006, Baku) for adoption of necessary decisions.

The meeting was held with active participation of the Section members.

   On 2 December 2005 in Paris (French Republic) the 21st meeting of the RCC Postal security Commission was held.

            The meeting was attended by the RCC Postal Security Commission members, Heads of Departments of Ministries/Agencies, leading specialists of the RCC Postal Services, altogether 30 persons.

                The meeting was presided by the Chairman of the RCC Commission, Head of the Postal Department of the Ministry of Information Development of the Republic of Moldova Mr. Nicolay A. Terechile.

                The participants discussed the RCC CAs delegations activities at the UPU Council of Administration session (October 2005) and approved their work. The Commission took into consideration that the 23rd UPU Congress (September 2004, Bucharest) charged the UPU working bodies to study two proposals on the regulatory matters of postal activities, submitted by the RCC CAs. With the purpose to ensure the positive decision on the proposals the Commission charged the RCC participants to render consolidated assistance to the UPU working bodies in the process of proposals study and to report on the results at the meetings of the RCC Commission and Postal Operators Board.

                Commission addressed the RCC CAs with the proposal to begin the preparations for the UPU Strategy Conference (14-16 November 2006, Dubai, UAE). It was decided to discuss the first results of preparations at the regular Commission meeting in April 2006 (Riga, Latvia).

                The participants considered the RCC CAs preparations for the 15th anniversary of the RCC establishment and gave necessary commissions on preparation of final materials on the RCC postal activities for the last 15 years and proposals on the main directions of the RCC postal sector prospective development.

                Commission recommended the RCC CAs to make necessary clarifications to their plans of postage prepayment impressions issue in 2006 according to the RCC Board Decision (N 34/14 of 19.10.2005) on issue stamps, postal blocks, envelopes and postal cards dedicated to the 15th anniversary of the RCC and CIS establishment.

   In the period from 1 to 2 December 2005, in Paris (French Republic) the international workshop “Reforms in the postal sector” for the RCC CAs specialists was held.

            UPU International Bureau, RCC EC and La Poste of France were the organizers of the workshop.

            The representatives from ministries, general directors and leading specialists of the RCC participants’ postal services, representatives of the UPU International Bureau and RCC Executive Committee took part in the workshop.

            Workshop gathered about 40 participants.

            Deputy Head of the Directorate for European and International matters, La Poste, Mr. Philippe Hlavacek conducted the workshop.

            Workshop was opened by the Deputy Director General of La Poste Group  Mr. Marc-Andre Feffer. The welcome greeting of the Director General of the UPU International Bureau Mr. Eduard Dayan was announced at the workshop.

            Representatives of La Poste and RCC Communications Administrations made their presentations at the workshop.

            During the discussion much attention was given to the matters of investments into the postal sector and its modernization, new technologies influence on the reforms, international postal traffic organization, markets development and attraction of customers, QoS improvement, postal staff training  and other nowadays postal matters.

            Roundtable “Future of Letter Post” was arranged at the meeting where the necessity of joint actions for acceleration postal items transportation was considered.

            At the end the participants visited the international postal exchange office Roissy Hub in Charles de Gaulle Airport, where the control system over the letter items processing equipped with automatic cheeps was set.  The system is purposed for permanent control over the actual quality level of letter post service.

            The workshop got a high appraisal of the participants.

  On 15-16 November 2005 in Chisinau (Republic of Moldova) the training workshop for the RCC CAs on terminal dues and QSF finance aspects will be held.

            The consultant at the workshop will be a representative of the Republic of Belarus, Head of the Centre of International Settlements of RUE “Belpost” Ms. Olga G. Kochetova.  Besides, the presentation of a representative of the CA of the Russian Federation is also expected.

            Program of the workshop is compiled according to the UPU IB materials.

            After the workshop the meeting of the RCC POB Section N1 “Quality of the international postal network” will be held to consider the progress of implementation of the Program of the RCC CAs activities in improving international postal communication quality for 2005-2008, adopted at the joint meeting of the RCC Postal Commission and RCC POB (Decision N20-10/1 of 08.09.05, Tashkent, Uzbekistan).

  On 1-2 December 2005, Paris (France) the workshop for the RCC CAs “Postal Sector Reforming” will be held.                    

            To prepare the program of the workshop the RCC Executive Committee have requested for proposals from the RCC CAs (letter N 448 of 20.06.05). Within the framework of the workshop it is proposed to consider the following questions: reforms within La Poste (Post of France), state economic and financial control, administration of property, limitation of decentralization, corporatization of postal services and others.

            After the workshop, the 21st meeting of the RCC Postal Commission will take place.  The main question to be discussed at the meeting – preparations for the Regional Strategy Conference “Future Postal Development” in 2006. 

  8 September 2005 a joint meeting of the RCC Postal Commission (20th meeting) and the RCC Postal Operators Board (10th meeting) was held.

            Representatives from 11 RCC CAs have participated in the meeting: Heads of Postal Departments/Divisions of Ministries/Agencies, General Directors and leading specialists of Postal Services in general more than 50 persons.  

            Participants have approved the RCC CAs Program for quality improvement of the international postal communication as a long-term joint project and asked the RCC Board to approve it. The Program is aimed at the improvement of the clients communication services and  coordination of the RCC participants’ efforts in ensuring postal competitiveness under contemporary conditions.   

            Members of the Commission and Operators Board approved the RCC Communications Administrations experience in enlargement of postal products and services lists and considered it to be expedient to render the necessary assistance to the RCC members in this process.  The RCC Executive Committee has been charged to organize and hold in 2006 and 2008 seminars for the RCC CAs on the topic under discussion.

            When considering the RCC CAs activities in the UPU working bodies the participants of the meeting agreed on widening the RCC Communications Administrations participation in the work of Commissions, Project and Working Teams of the UPU elective bodies.  Representatives of the RCC CAs have agreed on the necessity of carrying out within the UPU consolidated work on the matters of mutual interest, on rendering each other assistance and support in achieving common objectives.   

            The RCC participants preparations for the Regional Conference “Future Development of Post” which is planned to be held in the second half of 2006 was also under consideration in Tashkent.            Action Plans of the RCC Postal Commission and Postal Operators Board and its sections, Postal Security Action Group were approved for the next 2 years at the meeting.     

            Other issues were also considered.

 

           On 6-7 September 2005 the International seminar for the RCC CAs specialists “Application of  information and communication technologies” was held. 

UPU International Bureau, RCC Executive Committee and Communications Administration of Uzbekistan were the organizers of the seminar.  

Representatives from 12 countries of the RCC participants took part in the seminar, including Heads of Postal Departments/Divisions of Ministries/Agencies, General Directors of Postal services, leading specialists.

Specialists from Polish, Slovakian and French Postal Services were the consultants of the seminar.

The seminar gathered more than 130 participants.

Reports of the RCC CAs on the main directions of postal technical development at the present stage, on application of information and communication technologies to ensure further development of traditional and new services were delivered at the seminar. Participants were acquainted with the experience of some countries in postal quality improvement, enhancement of competitiveness under the market environment and growing customer requirements.  

Opinions exchange held during the discussion allowed the participants to come to an agreement on interaction for the prospect, on elaboration of mutual actions, projects and programs of the RCC participants on the modern technologies introduction with a view to ensuring further development of the Commonwealth’s postal sector.

Seminar was highly appraised by the listeners.
 

Over the period of 17-18 May 2005 in Kiev (Ukraine) the international seminar for the RCC CAs specialists “Universal Postal Services” was held

      

          UPU IB, RCC EC and CA of Ukraine were the organizers of the seminar.

Heads of Postal Offices/Departments of the Ministries/Agencies, Directors General of Postal Offices, leading specialists of 10 Communications Administrations took part in the seminar. Specialists of Postal Services of Belgium, Great Britain, France and Switzerland together with RCC CAs representatives acted as consultants. Total number of participants made more than 90 people.

Within the framework of the seminar the state of postal services market development under reformation of world postal sector was considered. Participants discussed information on the legislative basis of universal services provision, on principles of their provision regulation, on functions of operators and regulators in the postal sector. Information about financing universal services, technology of their provision, quality control and fulfillment of obligations was presented to participants.

Participants exchanged the experience in obtaining state support for the obligations to provide universal postal services in their countries. 

The seminar gave the participants possibility to get acquainted with the practice of providing universal postal services under the contemporary conditions and it got high appraisal of the participants.


On 18 May 2005 in Kiev (Ukraine) the 9th meeting of the Section ¹1 of the RCC Postal Operators Board “Quality of Service of International Postal Network” was held.     

Representatives of 10 RCC CAs, RCC EC and UPU IB took part in the meeting.

Participants discussed the situation at the RCC Communications Administrations with provision of universal postal services. Material on this matter was prepared by Section ¹1 of the RCC POB and published in the 4th edition of the Collection of universal services norms and objectives. The Collection is published and is annually renewed upon the request and in the interests of the RCC CAs.

Participants noted improvement of level of universal services provision at the RCC CAs for the period from 2002 to 2005 and agreed about the necessity of constant interaction on these issues.

Results of the control of the speed of the letter post transmission from the sender to the addressee within the RCC having performed in the 1st quarter were considered at the meeting and a decision about joint actions for speeding up its movement and ensuring safety was adopted at the meeting of the Section.

Participants discussed prepared by the Section draft Program of the RCC CAs activities on improvement of the RCC CAs international postal communication quality for 2005-2008 and decided to consider it at the meeting of the RCC Postal Operators Board.


 

 

On 10 April 2005 in the city of Astana (Republic of Kazakhstan) a joint meeting of the RCC Postal Commission (19th meeting) and Postal Operators Board (9th meeting) was held.

 

 

In the meeting participated heads of the divisions of Ministries/Agencies, Directors Generals and leadingspecialists of postal departments of Communications Administrations of Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of Moldova, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and Ukraine. Directors General of postal departments of the Republic of Latvia, Republic of Lithuania and Republic of Estonia took part in the meeting as observers. Total number of the joint meeting participants made 50 people.

 

The key item of the agenda was the consideration of the RCC Communications Administrations’ proposals for ensuring implementation of the decisions of the 23rd UPU Congress. The Congress was held in September 2004 in Bucharest (Romania) and it determined principle directions of postal community development for the near 4 years. 

 

Upon the results of the discussion the RCC Communications Administrations agreed about joints actions for 2005-2008 on further improvement of postal communication of their countries; development of conventional and introduction of new services, improvement of quality of service, application of state-of-the-art postal technologies, improvement of training specialists for work under modern conditions. etc.

 

Activities of the RCC Communications Administrations on ensuring postal networks security were discussed at the meeting. Participants agreed about continuation of joint work on prevention of postal channels use for transmission of arms, explosives, dangerous for life products, biological products, etc.

Reports of the RCC Postal Commission and Postal Operators Board about their activities during last 3 years and about their prospective action plans were heard. Election of heads of these working bodies was held. Ms. Nina S. Gavrilova, Deputy Minister of Communications and Informatization of the Republic of Belarus was elected the Chairman of the RCC Postal Commission. Mr. Arken K. Arystanov, Chairman of the Board of the joint-stock company Kazpochta was elected the Chairman of the Postal Operators Board.

 

RCC CAs considered the progress of preparations for celebration of the 60th anniversary of the Victory in the Great Patriotic War.

 

A number of other issues were discussed.

 

Decisions reflecting common interests of the RCC participants were adopted on all the questions.


 

 

           On 8-9 April 2005 in Astana (Republic of Kazakhstan) International seminar “System of settlements for international postal traffic” for the RCC CAs specialists was held.

Representatives of the Communications Administrations from the CIS and Baltic countries participated in the seminar. Total number of  the participants was more than  80. Representatives of  Posts from Belarus, France, Kazakhstan, Korea, New Zealand, Russia, Ukraine and UPU IB acted as Consultants at the seminar.  The seminar was aimed to study the provisions of a new system of settlements for international postal traffic between the global postal community members, which is coming into force from 01.01.2006 upon the Decision of the 23rd UPU Congress (September-October 2004).

 Principles of a new system of settlements, its difference from the previous one, the consequences of its introduction for the economics of the RCC CAs Postal services, the necessity of introduction of cost accounting for the communication services with a view to to setting  economically valid tariffs. were presented in details to the participants Upon the results of  the discussion the participants agreed on carrying on  further RCC CAs joint work aimed at the improvement of technological processes of postal items transmission, provision of high postal services quality, increasing of communication services volume.  

 In conclusion the agreements were achieved on holding a meeting of the RCC CAs’ representatives at the end of the current year in order to finally specify the positions in connection with the introduction of a new system  of settlements for international postal traffic from 01.01.2006  Seminar was appraised by the participants.

 

           On 16 February 2005 in Moscow (Russian Federation) the 8th meeting of Section N1 of the RCC Postal Operators Board "Quality of service of the International Postal Communication" was held.

The Heads and Specialists of "Azerpost", "Aipost", "Belpost", "Kazpost", "Post of Moldova", "Post of Russia", "Post of Tajikistan", "Uzbekiston Pochtasy", "Ukrpost", "Latvias Pasts", "Lietuvos Pastas", "Estonian Post" took part in the meeting.

At the Section meeting the following questions were considered:

Discussion of the report of Section 1 for 2004.

Consideration of a work plan of Section 1 for 2005-2006.

Discussion of draft program on Quality of Service of the RCC CAs for 2005-2008.

To all the qurstions the decisions reflecting common interests of the RCC participants were adopted.



            On 15-16 February 2005 in Moscow (Russian Federation) the International Workshop on Postal Security for the RCC CAs specialists was held.

The workshop was arranged and carried out jointly by the RCC Executive Committee and the CA of Russia.

Representatives of the CAs of Azerbaijan, Armenia, Belarus, Kazakhstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Uzbekistan, Ukraine, Estonia and RCC Executive Committee took part in the workshop. The consultants of the workshop were the representatives of Postal services of Russia, Denmark, Germany, USA and UPU IB. Altogether the workshop was attended by 50 participants.

Issues of ensuring postal security within the regional network, built on the territory of the RCC member states were discussed in detail at the workshop. The participants considered the RCC CAs existing practice of ensuring security of postal communications and working personnel, protection of postal revenues and safety of postal stamps and related items.

Exchange of opinions on the effectiveness of the measures used by the RCC CAs to disclose causes of illegal actions on the postal communication networks and efficacy of preventing measures.

At the workshop the participants got the methodical materials prepared by the "Post of Russia": catalogue of seal materials samples, program on disclosing false postage prepayment impressions, guideline for disclosing swindlers and combating bioterrorism, recommendations on the control over the postal items safety on the postal networks, etc.

At the workshop an exhibition of technical facilities for protection of postal communication enterprises and working personnel was arranged.

In conclusion the participants have agreed on future interaction.

Workshop was highly appraised by the RCC CAs representatives.
