On 12 November 2007 in Astana (Republic of Kazakhstan) the 38th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications (RCC Board) under the chairmanship of the Minister for Information Technologies and Communications of the Russian Federation, the Chairman of the RCC Board, Leonid D. Reiman was held.
Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and RCC observers – Republic of Latvia, Republic of Slovenia, JSC Esttelecom and JSC Estonian Post of the Republic of Estonia, IOSC Intersputnik as well as the representatives of the CIS Executive Committee, CA of the Republic of Bulgaria, CA of the Republic of Hungary and Postal Corporation Itella Group of the Republic of Finland, General Secretary of Pan African Postal Union (PAPU) took part in the meeting.

The session was opened by the Minister for Information Technologies and Communications of the Russian Federation Leonid D. Reiman, the Vice Prime-Minister of the Republic of Kazakhstan Mr. Erbol T. Orynbaev addressed the participants with a speech of welcome.
The RCC Board began its work with consideration of applications of the Communications Administration of the Republic of Bulgaria and postal corporation Itella Group of the Republic of Finland for entry into RCC. On the basis of the RCC regulating documents they were admitted to RCC as observers unanimously.
Then the participants considered the most topical questions in the field of communication development, introduction of new technologies, enhancement of the RCC prestige at the international organizations.
The RCC Board approved the RCC CAs activity in creation of the Regional tracking and tracing network for postal items transmission in the international exchange based on new information and communication technologies application with a view to improving quality of service and postal traffic growing.
The participants of the meeting heard information about the experience of the Communications Administrations of the Republic of Belarus, Russian Federation and Ukraine in certification of postal services quality management. The exchange of opinions showed that within the RCC framework national postal operators more and more seek in their practices to achieve world quality standards of postal communication services.
The RCC Board approved the Plan of RCC CAs preparations for the World Telecommunication Standardization Assembly 2008 (WTSA-08) which most important directions are development of the RCC Common Proposals and nomination of the RCC CAs candidatures to WTSA-08 and ITU-T governing bodies.
The outcomes of the delegations of the RCC participants’ countries work at the ITU Radiocommunication Assembly 2007 on working out the Final Acts taking account of their interests protection were approved. The RCC CAs interaction during the World Radiocommunication Conference (WRC-07) in implementation of the RCC CAs Common Proposals for WRC-07 was appreciated by the RCC Board. The RCC respective Commissions were charged to arrange interaction of RCC CAs in implementation of the decisions adopted at RA-07 and WRC-07.
During the RCC Board session preliminary outcomes of WRC-07 taking place in Switzerland were reviewed. The discussion was held at the video-conference with participation of Heads of the RCC CAs delegations working in Geneva. The RCC Board Chairman Leonid Reiman appreciated the RCC CAs joint work on the RCC participants’ countries interests protection in the field of distribution and use of the frequency resource.
The RCC Board was familiarized with the positive experience of the Republican Centre of Satellite Communications (Kazakhstan) and IOSC Intersputnik in modern satellite technologies and systems development.
The Board recommended the RCC CAs and national operators of the RCC participants’ countries to take part in joint with ITU funding within the RCC regional initiative adopted at the ITU World Telecommunication Development Conference 2006 on creation of international centres for new technologies introduction and testing when realizing national strategies in telecommunication networks building.
The RCC Telecommunication Operators Board activity was approved and it was recommended to carry out further activity in accordance with the RCC strategic lines of activities in networks and telecommunication services development and introduction of new services, enhancement of efficiency of telecommunication services quality management.
The participants of the session discussed the questions related to the RCC activities.

At the RCC Board meeting the General Secretary of Pan African Postal Union Mr. Jilani Ben Haddada made a speech of welcome.
The regular 39th session of the RCC Board is decided to hold in Tajikistan in April – May 2008.
The participants of the session heard information about the intention of the Communications Administration of the Republic of Hungary to join RCC membership as well as the proposals of the CA of Turkmenistan and CA of Slovenia to hold the 40th session of the RCC Board on their territories.
Upon the results of discussion it was decided to hold the 40th session in Turkmenistan and the 41st session in Slovenia.
The presentation of the Exhibition and Forum “InfoCom-2008” was made.
In conclusion the session participants thanked the Communications Administration of the Republic of Kazakhstan for hospitable reception and efficient organization of the RCC Board session.
On 28 May 2007 in Yurmala (Republic of Latvia) the 37th session of the Board of the Communications Administrations Heads of the Regional Commonwealth in the field of Communications (RCC Board) was held.
Delegations of the RCC full members – Communications Administrations (CAs) of the Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Georgia, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, Ukraine and RCC observers – CAs of the Republic of Latvia, Republic of Slovenia, JSC Esttelecom and JSC Estonian Post (Republic of Estonia), IOSC Intersputnik as well as the representatives of International Telecommunication Union (ITU), Universal Postal Union (UPU), the CIS Executive Committee, CEPT, Agency for Electronic Communications of the Republic of Macedonia and National Communications Agency of the Kyrgyz Republic took part in the session.
Leonid D. Reiman expressed appreciation to the Administration of the Republic of Latvia, to the Minister of Transport of the Republic of Latvia Mr. Šlesers for his kind invitation to hold the session in the Republic of Latvia.
The RCC Board began its work with discussion of application of the International Organization of Space Communications Intersputnik for entry into RCC. On the basis of the RCC regulating documents the organization was admitted to RCC as an observer.
Then the participants proceeded to consideration of the RCC CAs interaction in preparations for the ITU international events and implementation of final documents of the previously held conferences.
Outcomes of implementation of the Plan of the RCC CAs preparations for the World Radiocommunication Conference 2007 (WRC-07) which resulted in preparation of the RCC Common Proposals for the Conference were discussed and approved. The RCC Board supported the candidatures of CAs of Azerbaijan, Georgia, Moldova, Russia and Ukraine for the WRC-07 governing positions. It was decided to inform other regional organizations about the RCC position on the agenda items of the coming WRC-07 at the final stage of preparations for the Conference as well as to continue with mutual consultations of the RCC CAs delegations on participation in its proceedings.
The RCC Board taking into consideration the necessity to speed up the rate of digital radio broadcasting introduction in the countries of the RCC participants charged the RCC Executive Committee to prepare the proposals for the workshop on the introduction digital broadcasting with participation of ITU Radiocommunication and Telecommunication Development Bureaus.
Having considered the question of the RCC CAs preparations for the ITU World Telecommunication Standardization Assembly (WTSA-2008) and having noted that WTSA-2008 final decisions will influence formation of the technical policy of telecommunication services development the RCC Board considered it expedient to have consultations and exchange of opinions with a view to preparing RCC CAs Common Proposals for WTSA-2008 and charged the appropriate RCC Commissions to submit the Plan of RCC CAs preparations for Assembly to the regular RCC Board session for approval.
The Board noted that Communications Administrations had already deployed the preparatory work for the 24th UPU Congress. This work is carried out with due account for the accumulated experience of joint preparations and necessity of positions coordination in protecting national interests, strengthening the RCC role on the international level. RCC postal working bodies are commissioned to prepare the RCC Common Proposals to the Congress. The Board also recommended to RCC participants to take active part in the proceedings of the Forum “Pochtovaya Troika-2007” and RCC Conference “Future Postal Development” at which possible scenarios of postal sector development up to 2012 will be discussed.
Participants of the session heard with great attention presentations on the Kazpost, Russian Post and Estpost experiences in attracting investments for postal development. The Board recommended the RCC participants with a view to creating developed and competitive postal infrastructure to more active pursue the policy of borrowing long-term funds from national and international financial institutions for development, of attracting funds of exterior organizations, to issue debt securities of their own enterprises, etc.
Given the ongoing reforming of the communication industry the Board approved the Provisions on the Commission for Coordination of Communication Regulatory Bodies Activities.
Participants of the session discussed questions related to the Commonwealth internal activities.
Pursuant to the RCC regulatory documents the Board admitted OJSC “Transit Telecom” (Kyrgyz Republic) and CDMA-450 Association (Russian Federation) to the RCC Telecommunication Board as associated members.
The Board approved Deputy Minister of Transport and Communication of the Republic of Tajikistan Mr. B.G.Zukhurov as Chairman of the RCC Telecommunications Commission.
Having heard the Report on the RCC Executive Committee activities in 2006 the Board stated its successful work on preparation of RCC CAs positions and interaction of the Commonwealth’s participants at the events of the international organizations, on coordination of communication development policy on the basis of advanced information and communication technologies (ICT), on creation and introduction of the next generation networks, issue of Statistical Yearbook for 2005, information support of the RCC participants, etc.
The regular 38th session of the RCC Board is decided to hold in the city of Astana, Republic of Kazakhstan, at the end of November 2007.
In conclusion the session participants thanked the Communications Administration of the Republic of Latvia for good organization of the RCC Board session and warm welcome.
