10 working bodies are set up and functioning on a regular basis. These bodies include Telecommunication and Postal Operators Board which ensure collaboration of operators and coordination of their activities related to operation and development of telecommunication and postal networks and services at the interstate level, and 9 Commissions. For tackling individual matters working groups are set up as attached to the RCC Operators Boards and Commissions. Currently four working groups are functioning:
Working Group for determining SDR decreasing ratio attached to the RCC Commission on the Economy of Communications;
Working Group on communication network management attached to the RCC Telecommunications Commission;
RCC Postal Security Action Group attached to the RCC Postal Commission;
Working Group for the matters related to streamlining settlements between the RCC operators attached to the Telecommunication Operators Board.
Besides, two sections within the Telecommunication Operators Board are operating: Mobile Communication Section and Documentary Telecommunication Section. Specialists with high qualifications - representatives of all the RCC administrations are the members of these RCC working bodies. With their participation and through involvement of a wide circle of experts the preliminary elaboration of issues and draft decisions on the matters of principle is carried out.
There are also three sections within the RCC Postal Operators Board:
