RCC interaction with international organizations


         In the field of international cooperation the RCC is guided by adherence to recommendations and norms of the International Telecommunication Union and Universal Postal Union, carrying out cooperation on a mutually beneficial basis.

 The RCC international cooperation has different forms: participation in the activities of the International Telecommunication Union (ITU) and Universal Postal Union (UPU) as an observer; collaboration with different international and regional organizations in the field of telecommunication and postal communication; organization of international workshops, conferences and other events for the RCC CAs specialists; arrangement and participation in implementation of projects and programs for the RCC CAs on topical subjects and directions in the field of communications and informatization.

 The RCC work within  ITU and UPU is directed at ensuring coordination and interaction of the RCC CAs in implementation of the RCC Board decisions related to preparations for and participation in the major fora carried out by ITU and UPU, mutual support at upholding common positions meeting national interests of CAs.

 Strategy of relations with other regional organizations has been developed. Agreements on Cooperation were concluded with Asian-Pacific Postal Union (APPU), Asia-Pacific Telecommunity (APT), African Telecommunications Union (ATU), European Conference of Postal and Telecommunications Administrations (CEPT), Inter-American Telecommunication Commission (CITEL), Pan-African Postal Union (PAPU), Association of European Public Postal Operators (PostEurop). At present the talks are conducted for signing an agreement with the Arab Telecommunications Council of Ministers/ League of Arab States (ATCM/LAS).

 The heads of  ATU, CEPT, PAPU, RCC have signed the Program of Interregional International Cooperation in the field of communications and informatization for 2004-2006.

 Joint activities of regional unions should  be focused on ICTs  development in all regions of the world, coordination of positions on principle issues of communications and informatization development.

To ensure interstate programs implementation and introduction of new technologies in the CIS countries the proper normative and legal basis is very important. In this matter RCC actively cooperates with the CIS Interparliamentary Assembly (CIS IPA). In 2003 the Agreement was signed on interaction in the field of development of model laws of informatization between the RCC and the CIS IPA. Model laws are being prepared taking into account the modern requirements to introduction of new technologies and  international legislation. 

Now the following draft model laws of the CIS IPA are at the stage of development: “On the right of access to information”; “On information, its protection and information products”; “Concept of a model information code”; “Concept of ensuring information security of the Commonwealth of Independent States”. 

The RCC strategy in the area of international cooperation is aimed at its international authority rise, ensuring the CIS countries integration into the global information community with regard to their national peculiarities and  economic state of their countries.
