Strategic lines of the Regional Commonwealth in the field of Communications activities

Considering:


  • the increasing convergence of information and communication technologies (ICT);
  • transformations taking place in the ICT sphere leading to transition from the industrial society to the information society;
  • deep penetration of ICT into various spheres of human activities and their efficiency as a tool of economic, technical, social and cultural development of the countries and nations of the world;
  • growing requirements for reliability and safety of the ICT application in the systems and networks of the RCC participants’ states;


  • Noting:


  • dynamic development of the ICT sphere in the countries of the RCC participants corresponding the basic tendencies of global development;
  • increasing role of the regional organizations in the activities of the International Telecommunication Union (ITU) and the Universal Postal Union (UPU);
  • necessity to strengthen and expand cooperation of the RCC participants’ countries with a view to integrating in the global infocommunication space;


  • Recognizing:


  • strategic goals and purposes for ICT development and building information society adopted by the world community at the World Summit on the Information Society.


  • Participants of the Regional Commonwealth in the field of Communications determine the following strategic lines of activities:

    1. Coordination of the RCC participants’ cooperation in formation and coordinated realization of national strategies of communication and informatization development directed at bridging digital divide and ensuring ubiquitous and affordable access of all population strata to ICT and ICT based services.

    2. Participation of RCC as the regional international organization in the ITU and UPU activities; cooperation with other international organizations regarding implementation of the World Summit on the Information Society decisions. Preparation and promotion of the RCC coordinated positions, regional initiatives reflecting interests of the RCC participants’ states at the international communication and informatization fora.

    3. Collaboration in ICT development and regulation in the communications and informatization field with communication regional organizations and administrations, not RCC participants, as well as with national regulatory bodies in the field of communications and informatization.

    4. Interaction with the bodies of the Commonwealth of Independent States at development and realization of interstate agreements and programs in the field of communications and informatization.

    5. Improvement and harmonization of normative technical and normative legal base in the field of communications and informatization of the RCC participants’ countries including development of model acts in cooperation with Interparliamentary Assembly of the CIS member states taking account of international rules of law.

    6. Interaction in improvement of methodological base and in solving topical questions of economy in the communications and informatization field.

    7. Interaction in development of the communication and informatization services market by introduction of new technologies and improvement of standardization, certification, licensing processes and coordination of works on quality of services management.

    8. Promotion of development and improvement of market relations in the sphere of communications and informatization due to liberalization of the services market of the RCC participants’ countries with a view to ensuring their competitiveness at national and international levels.

    9. Collaboration in Introduction of ICT applications for solving socially significant tasks.

    10. Assistance to development of private business potential in the field of communications and informatization, to creation of conditions for increase of business environment attraction and to interaction of state administration bodies and business.

    11. Assistance to scientific and technical cooperation of the RCC participants’ countries in the field of fundamental and applied researches on communication and informatization problems with ICT use.

    12. Interaction in evaluation and monitoring of the ICT development and level of their readiness for creation of the information society.

    13. Collaboration in the sphere of information security and organization of trans-border information exchange in the RCC participants’ countries.

    14. Interaction in the questions of convergence and enhancement of efficiency of radio-frequency spectrum use with application of scientific and technical, economic and organizational methods of management with a view to further development of operating and introduction of new communication systems and facilities.

    15 Interaction in development of satellite communication, television and sound broadcasting including transition to digital broadcasting.

    16. Cooperation in human resources development, in training, retraining and qualifications upgrading of communication and informatization experts with the ICT use including with attraction of the international organizations resources, improvement of distance learning system on the base of ICT wide application.

    17. Interaction in improvement of technological processes of telecommunication networks management using new ICT.

    18. Interaction in use of information and communication technologies in postal networks for provision to population and business sector of a wide range of high-tech modern services.
